State Highway Administration Assistant Division Chief – Maintenance Training & Certification Team (Administrator VI) Grade 21 (0886) SP# 26-71-03

The State Highway Administration's (SHA) Office of Maintenance (Anne Arundel County) is currently recruiting for an Assistant Division Chief – Maintenance Training & Certification Team (Administrator VI) position. This position is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this SHA position or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature

of Work

The main purposes of this position is to manage, administer and ensure the compliance of multiple statewide State Highway Administration (SHA) programs, the Federal Motor Carrier Safety Administration (FMCSA) Theory and Behind-the-Wheel Commercial Driver License (CDL) pre-requisite requirements, MDOT Motor Vehicle Administration (MVA) CDL Employer Testing Program (ETP) for CDL license testing, and multi-modal/agency workforce development (operational/technical certification and safety/risk management) programs.

Qualifications
  • Education:

    Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience:

    Six (6) years of experience in administrative staff or professional work.
  • Selective

    Qualification:

    Three (3) years of experience must have involved developing training recommendations for certified training curricula and specialized training specific to highway maintenance.

This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications
  • Excellent written and oral communication.
  • Strong leadership and organizational skills.
  • Ability to manage multiple complex tasks and projects simultaneously.
Notes
  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the State of Maryland with fewer than four (4) points.

Special Requirements

This position is considered essential and is subject to 24-hour / seven days a week call in.

Working during "Winter Operations" will be mandatory.
