Position: PROGRAM ANALYST with Security Clearance
Location: Andrews AFB

Duties
* Develops, interprets, implements and reviews budget policies and procedures for the Air National Guard Weapon System Sustainment (WSS) Program.
* Performs ongoing evaluation and analysis of the execution in the planning, programming, and budget actions in support of Major Air Force mission and operational plans.
* Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
* Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other headquarters, staff service functions and activities, and field echelons and units, to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs. * Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

* Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
* Must be able to obtain and maintain the appropriate security clearance.
* The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

* Position may perform other related duties as assigned. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of planning and executing the depot maintenance, contract logistics support and sustaining engineering programs at a high level of efficiency; and a thorough knowledge of ANG's Air Force Requirement Review Board (RRB) process.

Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Air Force's planning, acquisition, and management process to provide PPBS support to long-range Air Force plans such as war, mobilization, exercise, deployment, and similar operations plannings efforts. Comprehensive knowledge of the Federal, DoD, and Air Force planning, programming, and budgeting process (PPBS);

and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Knowledge of the management of the Air Force Weapon System Sustainment (WSS), primarily the relationship between planning and executing ANG Depot programs and the operation of the supply and equipment programs managed through the Material Support Division and General Support Division.
