Position: PROGRAM ANALYST with Security Clearance
Location: Andrews AFB

Duties
* Apply Air Force and Air National Guard military operational program expertise and develop, interpret, and implement policies and procedures to provide planning, programming, and budget guidance. Facilitate the identification of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for Air National Guard units.
* Develops new methods for testing and evaluating the effectiveness of planning, programming, budgeting and execution actions/processes in support of developing, maintaining and managing major ANG enterprise-wide force structure requirements process, missions and operational programs.
* Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual implementation/execution/operational situations are encountered.
* Represents the organization in a variety of functional area organizations, conferences and meetings.
* Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
* Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force SPBE system support into Air National Guard actions. Requirements Conditions of employment

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices with in-depth knowledge of a wide variety range of Combat Air Forces (CAF), Mobility Air Forces (MAF), Command and Control/Intelligence, Surveillance & Reconnaissance (C2/ISR);
Space and Cyber Space, Rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned. Comprehensive knowledge of the Federal, DOD, and Air Force strategy, planning, programming, budgeting and execution (SPBE) process and thorough knowledge of Air Force, National Guard and Air National Guard program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.

Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force and/or Air National Guard resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions.
