International Trade Compliance Program Lead

Johns Hopkins Applied Physics Laboratory (APL) seeks an International Trade Compliance Program Lead to own and enhance export/import compliance for cutting-edge Defense & Aerospace programs. You will develop and manage ITAR/EAR compliance frameworks, oversee licensing and technology release reviews, guide classifications, and lead audits and investigations. Partner with Legal, Security, Engineering, and Program leadership to embed controls into research and development, train staff, monitor regulatory changes, and interface with U.S. government agencies to enable mission success while rigorously managing risk.

Responsibilities

• Lead APL's international trade compliance program for Defense & Aerospace activities
• Develop, implement, and maintain ITAR/EAR export/import compliance policies and procedures
• Oversee export licensing, exemptions/exceptions, and technology release reviews
• Direct classification of hardware, software, and technical data (USML/ECCN/HTS)
• Conduct risk assessments, audits, and internal investigations; drive remediation
• Provide training and guidance to engineers, program managers, and leadership
• Monitor regulatory changes and advise stakeholders on impacts to APL missions
• Serve as primary liaison to U.
• S. government export control and enforcement agencies
