Position: Contract Services Representative with Security Clearance
Location: Patuxent River

Duties
* Manage contract requirements, coordinate Statement of Work (SOW) or Performance Work Statement (PWS) preparation, monitor contract performance, and ensure contractor compliance.
* Review requisition package for adequacy and completeness of description, consistency, and compliance with administrative, regulatory, and procedural requirements.
* Provide guidance to customers in the development of the statement of work/performance work statement and data requirements.
* Determine appropriate contract type and method of procurement based on the nature of service required, estimated cost, and applicable procurement policies and regulations.
* Evaluate prospective contract price utilizing basic price analysis techniques to analyze contracts by research and review of available historical data.
* Perform detailed analysis of responses to solicitations, including price, requests for pre-award surveys, adequacy of competition, and compliance with solicitation.
* Analyze annual Government Purchase Card (GPC) expenses to identify potential contract opportunities to minimize GPC usage for recurring costs and initiate required contract actions for eligible recurring services. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
* One year trial/probationary period may be required.
* This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
* This position requires the incumbent to have Tuberculosis testing.
* Hepatitis B immunization is required. Applicants may be required to show proof of other immunizations depending on the type of position.
* This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Experience:

One year of specialized experience which includes assessing contract type and procurement method based on service needs, cost estimates, and market conditions; providing support in drafting Statements of Work (SOW) and/or Performance Work Statement (PWS); and monitoring contracts & contractor performance to ensure compliance with contractual requ i rements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education:

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Contract Management, Financial Management, and/or Business Management. Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
