Position: HUMAN RESOURCES SPECIALIST with Security Clearance
Location: Andrews AFB

Duties
* At a Direct Reporting Unit, provides technical guidance as well as consultative management advisory services on the effective use of HRM to support goals and objectives and produce results that accomplish agency and command missions.
* Manages HR compliance through frameworks such as Human Capital Assessment and Accountability (HCAAF), Management Inspection Compliance Tools, Self-Inspections/Assessments, etc.
* Provides executive assistance to the Division Chief (A1C)/ Civilian Personnel Officer (CPO) in support of HR programs and administrative duties.
* In coordination with senior HR Specialist, prepares annual Civilian Employment Plan (CEP) and briefs the quarterly Civilian Employment Cost Management Committee (CECMC).
* Provide data systems management and establish reports, charts and spreadsheets.
* Participates in special projects or initiatives, prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and co-workers and conducts or leads conferences as representative of the command. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR philosophies, concepts, principles, methods, practices, programs, techniques, laws, and Executive Orders sufficient to accomplish a wide range of complex, interrelated activities and resolve difficult and unprecedented issues. Knowledge of position management principles, concepts, practices and techniques sufficient to advise managers at a complex and dynamic military installation in establishing efficient and cost-effective organizational structures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE:

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE,

(KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as civilian pay and resources, budgeting and manpower, merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs.
* Knowledge and skill in utilizing personnel data systems (i.e., Business Objects, Defense Civilian Personnel Database) and reporting tools used in the HR field.
