Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Capital operational support services to Federal civilian and defense agencies, is seeking to hire a Program & Data Specialist
to support our prospective client within the 89th Airlift Wing Recruiting Assessment & Selection Data (RASD). RASD is located at Joint Base Andrews.

Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future.

Essential Duties and Responsibilities

A full-time contractor will be responsible for program and event management, data management, applicant research, stakeholder and personnel liaison, assessment and selection material support, and analytics. The contractor shall do the following tasks in support of the RASD office:

Envoy Program
  • The program is designed to develop and empower a select group of motivated aviators to serve as the official recruiting arm for the Executive Mission Aviator (EMA) career field within the 89th Airlift Wing. The purpose is to recruit first term and career Airmen into the 1A1X8 field by informing, mentoring, and motivating exceptional personnel worldwide to become future EMAs, ensuring continued excellence within the community.

    They will travel to various bases and agencies, leveraging skills in public speaking, logistics coordination, and professional expertise to advance the 89AW manning goals. Envoys will also directly support the wing's priority of manpower acquisition. When RASD expands recruiting for Flight Crew Chiefs (FCCs), they will also be incorporated into the Envoy program and recruitment.
Hero Directory Program
  • This Program is composed of trained volunteers from across the Wing who support EMA (and future FCC) recruiting efforts by serving as the first line of engagement for prospective applicants. Contractors will field phone calls and emails from interested personnel. They will also guide personnel who have been identified as prequalified and interested through the EMA cross-training application process. This will include outreach to qualified but undecided leads to assess interest and provide targeted engagement, as well as contacting personnel who have not completed pre-qualification to determine eligibility and interest-particularly those generated through conferences or other external sources.

    Other ongoing responsibilities include responding to general EMA career field inquiries using standardized messaging while triaging incoming correspondence to elevate complex or unique cases to RASD staff for follow-up.
PROGRAM AND EVENT MANAGEMENT
  • Provide all required applicant data packages, scoring rubrics, and meeting materials to board members no later than 24 hours prior to the start of preselection and selection meetings.
  • Oversee the master timeline for all A&S events, ensuring all critical milestones are met and applicable data is provided to the board members and graders.
DATA MANAGEMENT
  • Oversee all aspects of data collection, including scores and candidate applications submission and records.
  • Compile and provide data to the board for pre-selection applicant meeting.
  • Compile and provide data to the board for candidate assessment & selection week.
  • Compile and provide all data collected from pre-selection through A&S for utilization during the selection board.
  • Create and management candidates applicants products.
  • Create and monitor the process for applicant crossflow and retrain applications.
APPLICANT RESEARCH
  • Conduct applicant research by contacting each applicant's current and past supervisors, peers, and subordinates to complete the standardized feedback rubric.
  • Manage the crossflow and retrain crew members research on applicants by contracting their supervisors, peers and subordinates.
  • Synthesize feedback and create a consolidated report for each applicant to be presented to the selection board.
  • Ensure collection and storage of current 89 AW aircrew members as they are completing their final out or exit interview prior to departing to another duty station. This will include contacting their current supervisor, peers, subordinates and scheduling shop.
  • Protect all collected applicant research in accordance with the Privacy Act and CUI requirements. Any unauthorized disclosure of applicant information is strictly prohibited.
