Main Purpose of JobThe Deputy Director provides executive leadership, strategic governance, and operational management for the Information Technology Division (ITD) under the direction of the IT Director. The role translates strategic visions into tactical execution, steering multidisciplinary teams to deliver resilient public safety technology platforms across the agency.
Core responsibilities include oversight of network infrastructure and network security; strategic and tactical technology planning; budgeting; oversight of IT projects; and the development, implementation, and maintenance of the Maryland State Police wide area network. The position also assists with the oversight of the Computer Aided Dispatch (CAD) system, Records Management System (RMS), application development, database maintenance, deployment and maintenance of personal computers, cellular and office telephone systems, helpdesk operations, customer service functions, mailroom operations, and IT‑related procurements.
Crucially, the Deputy Director assists in authoring comprehensive cybersecurity policies, business continuity plans, and vendor service level agreements (SLAs) to protect critical state infrastructure from modern technical threats.
Position Duties Technical Operations & Infrastructure Leadership- Provide management oversight and responsibility over the Network Section, Field Support (desktop) Section, Communications/Mailroom Section, Application Support Section, and CAD/RMS Section.
- Mentor, guide, and motivate personnel across all technical sections to foster professional growth and ensure operational readiness.
- Continuously monitor and evaluate the daily performance and operational output of subordinates.
- Provide direct technology support to all planned, routine, and emergency tactical operations for the agency.
- Plan and coordinate all network services providing data transmission for the agency to ensure optimal availability, security, and integrity.
- Direct the activities of subordinates regarding the development and administration of all application services.
- Oversee and assist with the production, delivery, and maintenance of comprehensive technical documentation related to the network and systems.
- Oversee technical project management and financial matters for the engineering section consistent with agency policies.
- Direct the activities of subordinates concerning the maintenance, software configuration, and repair of all distributed systems, including servers, switches, routers, firewalls, desktop units, printers, mobile systems, software configurations, and peripheral equipment.
- Oversee the deployment, setup, and maintenance of cellular and office telephone systems.
- Supervise the daily performance of computer systems across the state and conduct advanced computer diagnostics.
- Enforce accountability for maintaining and auditing user accounts across all supported data systems.
- Provide direct support for applications, including system monitoring, troubleshooting, escalation pathways, and final incident resolution.
- Ensure coordination and implementation of data, security, network infrastructure, and network security services follow required State and agency policies.
- Manage the accountability and executive oversight of IT‑related projects, funding structures, memorandums of understanding (MOUs), and related procurement items.
- Establish and maintain professional relationships with external law enforcement and technology organizations and groups.
- Maintain high‑level oversight of primary applications and systems, including Delta, CAD, RMS, and the Licensing Portal.
- Maintain and update the annual Technology Strategic Plan and near‑term tactical plans for the department’s IT needs.
