The Prince George's County Department of Parks and Recreation Southern Region Parks Division seeks an experienced Waste Management Manager to manage a diverse work program that includes division-wide leadership responsibilities for our Waste Management and Recycling Program. Waste Management and Recycling oversees management operations within parks to ensure cleanliness, sustainability, and compliance with environmental regulations. This position will report to Watkins Maintenance Facility in Brandywine, Maryland, with a work schedule from Monday through Friday from 6:00 am – 2:45 pm.
Hiring range is $64,689-$89,628 with a growth potential to $114,566
- Manage Southern Prince George's Department of Parks and Recreation's daily waste collection, recycling, and disposal activities.
- Develop and implement programs to reduce waste generation, promote recycling, and encourage composting.
- Ensure that waste management facilities, including dumpsters, recycling bins, and compost areas, are adequately maintained and serviced.
- Ensure all waste management activities comply with local, state, and federal regulations, including health and safety standards.
- Prepare and submit reports on waste management activities, compliance status, and environmental impact to regulatory bodies and park administration.
- Oversee the procurement of waste management supplies and services, including contracts with waste haulers and recycling companies.
- Supervise waste management staff, including hiring, training, scheduling, and performance evaluation.
- Conduct training programs for staff on waste management procedures, safety protocols, and environmental best practices.
- Develop and implement outreach programs to educate park visitors about proper waste disposal, recycling, and sustainability practices.
- Address inquiries and concerns from the public regarding waste management practices and policies within the park.
- Develop and implement comprehensive waste management plans aligning with the park's sustainability goals.
- Monitor the effectiveness of waste management programs and initiatives and make necessary adjustments to improve outcomes.
- Advocate for and implement sustainable waste management practices, including eco-friendly materials and technologies.
- Stay informed about new technologies and practices in waste management and incorporate innovative solutions into park operations.
- Recruit, select, and train staff. Evaluate work and support staff. Oversee and recommend staff training programs. Initiate recognition and disciplinary actions. Approve timecards and leave requests. Document employee accidents and injuries.
- Monitor the performance of contractors responsible for waste management services.
- Ensure all contracted services are performed by the contract's terms and conditions, including quality standards, timelines, and budget constraints.
- Review and approve contractor work plans, schedules, and progress reports.
- Write administrative reports, budget and expenditure reports, work reports, and special reports as required for program documentation and data visualization.
- Plan and coordinate projects. Review plans and specifications and determine scope and requirements.
- Oversee the inspection and enforcement of specifications in contracts for successful completion.
- Review and approve invoices related to weekly reports on completing athletic field maintenance operations and capital improvement projects.
- Provide input and make recommendations concerning major renovation or park development projects, park master plans, CIP projects, etc. Meet with architects and engineers to discuss projects.
- Ability to effectively facilitate a work culture that promotes communication, understanding, and empathy.
- Demonstrate commitment to building a cohesive unit, staff development, and mentoring.
- Consistent record with data collection, statistics, data analytics, and a record of applying quantitative methods to decision making.
- Snow removal and other related weather duties.
- Proficiency in Microsoft Office and other web/mobile applications
- Strong project management skills and project planning.
- Knowledge of local, State, and Federal laws and policies.
- Ability to communicate in another language a plus.
- Effective communicator for program development with internal and external stakeholders.
- Knowledge of technology to perform inspections and enter data into portable electronic equipment. Ability to use Microsoft Outlook, Word, Excel, and PowerPoint.
