About the Position

This is senior level professional work responsible for diverse, complex and difficult purchasing actions to acquire the product and service resources County departments and agencies need to fulfill operational responsibilities. The Procurement Officer III class is responsible for identifying agency operating resource needs, and serves as the designated official authorized to communicate and negotiate with suppliers to procure needed operating resources.

The work handles portfolios of purchasing commodities and services spanning one or more large departments or multiple departments countywide and providing coverage where gaps occur. This class is responsible for evaluating product/service (P/S) quality of suppliers and managing P/S logistics for assigned agency. Purchasing assignments may be complicated by a wide array of unusual matters that are not always presented complete and requires further analysis.

Personal contacts for an employee in this class are diverse both within and outside of the County, including but not limited to: management and supervisory employees within the department, core and staff agencies such as the County Attorney, Finance, Management and Budget, and ERP; vendors, contractors, businesses, law firms, media; and federal, state, and local agencies. The focus of these contacts is to provide and receive information, explain and coordinate actions, and resolve problems.

The procurement work at this level involves the exercise of considerable independent judgment and initiative as well as a considerable knowledge of purchasing principles and practices involving the preparation of specifications, invitation, receipt, and evaluation of bids, and the selection of best bid based upon both price and quality. Incumbents in this class supervise the work activities of a team of professional, para-professional, and clerical positions.

Work is performed under the authorization of the County Purchasing Agent, and supervised by the County Purchasing Agent, other designated supervisor, or the general supervision of the agency executive staff. Work performance is evaluated through completed reports, conferences, and overall contribution to the buyer function.

  • Exercises the full range of supervisory duties and responsibilities over subordinate positions as defined in the Personnel Law.
  • Prepares solicitations and works with users and County technical representatives to develop specifications for recurring, complex, or unique procurement actions for goods and services.
  • Purchases the highest quality merchandise at the lowest possible price and in correct amounts.
  • Monitors and follows applicable laws and regulations.
  • Develops and implements purchasing and contract management instructions, policies, and procedures.
  • Evaluates and monitors contract performance to ensure compliance with contractual obligations and to determine need for changes.
  • Represents agency in negotiating contracts and formulating policies with suppliers.
  • Negotiates, renegotiates, and administers contracts with suppliers, vendors, and other representatives.
  • Provides training and guidance of lower-level buyers and advice and counsel to all buying groups.
  • Writes and reviews product specifications, maintaining a working technical knowledge of the goods or services to be purchased.
