Location: Patuxent River
Duties
* You will assist in the implementation of NAVAIR CM related policy and procedures.
* You will provide decentralized management and control of Engineering Change Proposals (ECP), Rapid Action Minor Engineering Changes (RAMEC);
Interim Technical Directives (TD), and major/critical Variances.
* You will maintain decentralized metrics files of all configuration management and/or Change Control Board (CCB) actions.
* You will co-chair, operate and support decentralized CM process activities.
* You will prepare and/or analyze new program acquisition or modification for CM requirements, processes and engineering change actions.
* You will facilitate the technical and logistics review process and impact on existing airborne weapon systems and commonality issues as related to the CM competency.
* You will carry out specific or collateral tasks and functions identified/assigned as CM related, such as the facilitating the review and analyzing retrofit documents.
* You will prepare and maintain IPT Configuration Management Plan (CMP).
* You will work with NAVAIR required CCB Change Request workbooks.
* You will utilize the Enterprise ECP processing tool, currently ePower, for processing change documents.
* You will serve as a Functional Configuration Audit (FCA) and/or Physical Configuration Audit (PCA) review team member.
* You will also serve as the primary IPT member for CM and carry out assigned tasks and functions across all group-working levels. Requirements Conditions of employment

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* Travel to other commands, universities, contractor plants, and sponsor headquarters may be required for this position. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or pay band DA-04 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Utilize a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition;
2) Review, analyze, and implement higher level procurement policies;
3) Manage project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources;
4) Identify opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities;
5) Advise management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command. Additional qualification information can be found from the following Office of Personnel Management web site:
