Position: MAINTENANCE SUPERVISOR I Non-Licensed
Location: Laurel

Main Purpose of Job

To supervise, coordinate, and perform building maintenance, repair, and construction activities for Maryland State Police facilities statewide, including work in plumbing, carpentry, electrical, HVAC, locksmithing, painting, welding, and related trades. This role manages subordinate staff and contractors across multiple trades, ensuring work is completed in compliance with codes, safety standards, and project specifications.

Position Duties
  • Organize, assign, and inspect maintenance, repair, and construction work performed by state personnel and outside contractors across multiple trades, including HVAC, electrical, plumbing, masonry, and carpentry.
  • Supervise skilled and semi-skilled trades staff; provide training, evaluate performance, recommend personnel actions, and enforce workplace safety and conduct standards.
  • Evaluate staff performance, write job observations, and perform documentation for Performance Evaluation Program (PEP) reviews with subordinates.
  • Address submitted tickets for maintenance repairs and issues, and respond to written and verbal requests for maintenance service.
  • Conduct regular facility inspections to assess infrastructure condition, identify hazards, and schedule preventive maintenance.
  • Oversee vendor coordination for contracted work; review invoices and job performance for compliance.
  • Develop job scopes and specifications for both in-house work and contracted services; ensure work is executed in compliance with code, safety standards (e.g., OSHA, MOSH), and agency expectations.
  • Estimate and order construction materials required for assigned maintenance and renovation projects.
  • Manage the requisition of materials, tools, and supplies; verify receipt and quality; ensure inventories are properly maintained.
  • Assist immediate supervisor as needed to support divisional planning, reporting, and project execution.
  • Respond to emergencies after hours and make operational decisions to protect life safety, minimize damage, and restore functionality.
  • Perform advanced‑level repair and diagnostic work in one or more trades, including HVAC troubleshooting, electrical system repair, plumbing system maintenance, and structural/carpentry renovations.
  • Diagnose and correct complex building system malfunctions, including controls, distribution systems, and equipment‑level faults.
  • Interpret and update technical drawings, schematics, wiring diagrams, and construction plans to perform and oversee accurate installations or modifications.
  • Lead specialized or high‑complexity projects that require trade mastery, cross‑discipline coordination, or in‑field judgment beyond routine repairs.
  • Operate advanced diagnostic tools and trade‑specific equipment to test, commission, or verify system performance and safety compliance.
  • Operate agency‑owned heavy equipment such as backhoes, Bobcats, and pickup trucks as necessary for project and facility needs.
  • Perform snow removal duties using designated equipment during winter weather events, ensuring facility access and safety.
  • Interact with agency staff, vendors, and external partners to determine maintenance needs and service priorities.
  • Maintain professional and courteous communication with stakeholders and building occupants.
  • Perform all other assigned duties necessary to support the safe, efficient, and reliable operation of Maryland State Police facilities.
Minimum Qualifications
  • Education:

    Eighth grade.
  • Experience:

    Six years’ experience in building maintenance or building construction trades, including five years of responsibility assigning, reviewing, and approving the work of others, disciplining, evaluating the performance of, and recommending the hiring, firing, and promotion of others.
  • Substitution:
    Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher in relevant utilities or mechanical maintenance specialties on a year‑for‑year basis for the required experience.

  • Previous supervisory experience working with a federal, state, county, or local government agency.
  • Possession of a recognized trade certification in HVAC, plumbing, electrical, or carpentry.
