WHO WE ARE LOOKING FOR

The Department of General Services, Fleet Management Services is seeking a Program Manager I (Fuel/EV Site Manager) for its Division of Fleet Management Services.

What You'll Be Doing

This position manages the environmental compliance program for the Division of Fleet Management's underground and above ground storage tanks, product piping, and fuel dispensing equipment. The position ensures that all Maryland Department of the Environment (MDE)-required inspections and testing are completed and that all fuel sites remain in compliance with applicable MDE regulations.

The position performs and coordinates required repairs and oversees contractors responsible for fuel system infrastructure, the electric vehicle (EV) charging program, EV charging stations, and the associated charging network and monitoring systems. In addition, this position is responsible for reporting site and equipment failures, coordinating repairs with the appropriate contractors, and ensuring the continued operation, reliability, and compliance of the County's fuel and EV charging infrastructure.

Position duties include, but are not limited to:

  • Management and oversight of Electric Vehicle (EV) charging sites, working with contractors to install, monitor and oversee all operational requirements are maintained. Monitor multiple charge management software to ensure proper operation.
  • Review and keep abreast of MDE regulations in the area of underground storage tanks (UST) and above ground storage tanks (AST) and associated equipment.
  • Analyze requirements and determine needed changes in program.
  • Oversee and perform daily/monthly site inspections. Ensure complete inspections are timely performed and needed repairs are made. Track MDE-required inspections and testing at all assigned sites.
  • Evaluate proposals, administer contractor(s) performance of work.
  • Work with MDE inspectors and site registration personnel to clarify regulatory requirements, document compliance efforts and ensure all sites are properly registered with MDE.
  • Contract Monitor for Fuel and EV sites and repairs, including work at all designated County sites.
  • Document repairs in Fleet Management Software (e.g. photo, narrative, invoice, parts, labor) to provide compliance information to MDE.
  • Monitor automatic tank gauging (ATG) equipment at each site.
  • Investigate alarm and warning messages and ensure any issues are addressed or repair work is timely performed.
  • Arrange for ATG-certified technician to perform necessary repairs at ATG units, probes, etc. and perform recalibration and annual calibration on units.

The Division of Fleet Management Services is a 24/7 operation and has three main worksite locations (Rockville, Silver Spring and Kensington), along with multiple depots and fuel/EV sites. The employee will be required to work at all locations and may include nights and weekends.

The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.

Employee must be able to: work outdoors in all types of weather conditions; and independently move and use equipment weighing up to 60 pounds.

Minimum Qualifications

Education:

Graduation from an accredited college or university with a bachelor's degree.

Experience:

Three (3) years of experience in program management related to fleet operations, safety and/or environmental fields to include extensive knowledge of local, state and federal regulations applicable to fuel operations.

Equivalency:
An equivalent combination of education and experience may be substituted.

License:
Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license

Preferred Criteria, Interview Preferences
  • Commercial Driver's License with Endorsement H (Hazardous Materials).
  • Contract Monitoring and Administration Experience.
  • Experience with and knowledge in Federal, State and County laws and environmental regulations related to fleet and fuel operations.
  • Experience in program and project planning, execution and evaluation; to include development and implementation of policies and procedures.
