Overview

General Statement of Duties and Distinguishing Features of Class: This position requires to consult with contractors, engineers, architects, and the general public concerning the acceptability of drawings submitted for approval to build within the City; to review building, electrical, mechanical, sprinkler, fire alarm, and structural plans and specifications for conformance to building codes, laws, ordinances and regulations; and to perform a variety of related duties as assigned.

The Plans Examiner's main focus is on reviewing building permit plans, with a minor focus on performing building inspections.

This is a public service job based on trust, credibility, and competency. It is a critical requirement of this position that the candidate displays the desire and ability to perform and behave (on duty, as well as off duty) in a manner that does not damage or endanger the loss of trust with the public, co-workers, and other public safety forces.

Candidate must meet the following qualifications and requirements at time of appointment.

Responsibilities
  • Review single-family residential plans for conformance to various local buildings and zoning code compliance;
  • Review commercial plans for state building and local zoning compliance;
  • Review miscellaneous plans for compliance (fences, sheds, pools, decks, etc.);
  • Authorize acceptance or rejection of building permit applications based on review;
  • Coordinating compliance with the Inspection staff;
  • Perform a variety of site inspections as assigned; ensure adherence to codes, laws, regulations and ordinances;
  • Provide assistance to the general public and contractors on building code inquiries; recommend corrective action;
  • Provide walk-through permits for small projects;
  • Provide preliminary plan review for future projects;
  • Answer inquiries by phone or walk-in traffic;
  • Assist technical staff in research and interpretation for code questions and field conditions;
  • If obtains Certified Building Official (CBO) certification, cover for the Chief Building Official in preparation of Temporary and Partial Certificate of Occupancies, adjudications and other documents and duties in his/her absence;
  • Perform related duties and responsibilities as required.
Requirements

Skills, Knowledge, and Abilities:
The following is preferred

  • Basic methods and materials used in the construction of buildings and related structures;
  • Basic mathematical principles including algebra and geometry;
  • Ability to understand and interpret building codes and ordinances;
  • Ability to interpret building plans, blueprints and specifications;
  • Respond to requests and inquiries from the public;
Minimum Education , Experience, and Requirements
  • State-certified and licensed Architect, Professional Engineer or State Master Plans Examiner or ability to obtain certificate within 12 months of hire date;
  • Willingness to pursue Building Official certification
Physical Requirements
  • Able to sit for extended periods of time working on keyboarding activities, entering data, reviewing plans and specs, etc.;
  • Lift up to 25 lbs. of materials independently;
  • Normal visual acuity to see objects up close or at a distance, with or without correction, or with or without reasonable accommodation;
  • Auditory acuity to hear cell phones, telephones, etc. with or without reasonable accommodation;
  • Ability to mentally handle associated tasks, problems, solutions, and all other mental tasks associated with positions of this nature;
  • Must have the physical dexterity to perform building inspections;
  • Ability to climb ladders;
  • Ability to enter buildings without finish goods;
  • Ability to bend under overhangs;
  • And other activities necessary for the position.
