Supervise and direct security measures necessary for implementing the applicable requirements of 32 CFR 117 and the related USG security requirements to ensure the protection of classified information. The ideal candidate will have a strong background in the various industrial security disciplines, to include but not limited to; personnel security, physical security, information system security, and communications security (COMSEC). The FSO will be responsible for comprehensive security management, compliance with regulations, and proactive measures to protect sensitive information and assets, while promoting a culture of security awareness and vigilance.

Functions
  • Develop, implement, and manage a comprehensive security program in compliance with 32 CFR 117 and other applicable regulations and guidelines.
  • Oversee the security practices of contractors and subcontractors working at the facility, ensuring they adhere to security requirements and comply with contractual obligations.
  • Obtain and maintain the necessary security clearances for the facility and personnel as required by government regulations and contracts.
  • Conduct regular security assessments, including physical security, personnel security, and cybersecurity assessments to identify vulnerabilities and develop mitigation strategies.
  • Provide guidance and support team members by helping them develop their skills and achieve their full potential.
  • Enforce access control procedures to ensure only authorized personnel have access to the facility, sensitive information, and classified materials.
  • Develop and deliver security training programs for facility personnel to raise awareness on security regulations, policies, procedures, and best practices.
  • Implement procedures for responding to security incidents, conducting investigations, and reporting incidents to appropriate authorities as required by regulation.
  • Cultivate trust and transparency, fostering an environment where open communication and honesty are valued.
  • Establish and maintain procedures for the handling, storage, and destruction of classified and sensitive information in accordance with government regulations and guidelines.
  • Develop and update security policies, procedures, and plans to address evolving threats, technology changes, and regulatory requirements.
  • Monitor compliance with security requirements, regulations, and contractual obligations, and implement corrective actions as necessary to address deficiencies.
  • Serve as the primary point of contact for government security agencies, contractors, and other stakeholders on security-related matters, including inspections, audits, and inquiries.
  • Improve and maintain emergency response plans and procedures to address security threats, natural disasters, and other emergencies, ensuring the safety and security of facility personnel and assets.
  • Assess security risks and threats to the facility, develop risk mitigation strategies, and recommend security enhancements to senior management as needed.
  • Oversee the industrial security contracting process, including use of the Statement of Work and the roles of the Contracting Officer and Contracting Officer’s Representative (COR).
  • Conduct security training exercises and drills to test the effectiveness of security procedures, response plans, and crisis management protocols.
  • Communicate security policies, procedures, and guidelines to all stakeholders, ensuring understanding and compliance throughout the organization.
