Job Description
The Payroll Officer is responsible for accurately producing the school district's in-house payroll, processing Tax Sheltered Annuity Products (TSA’s), processing all deduction payments, and any other payroll related reporting requirements to the appropriate state and federal authorities and reconciling both Active Employee and Retiree/COBRA benefits billing under the direct supervision of the School Business Official. This is accomplished utilizing state of the art automated software.
The position requires knowledge of payroll processes and extensive reconciliation and verification skills.
- Maintain and process payroll in accordance with salary schedules under the collective bargaining agreement or individual contract in accordance with HR personnel records and policies/procedures. Ensure confidentiality of payroll records.
- Work with the HR office on benefit deductions/billing (medical/life/dental/vision insurance, TSA’s, FSA’s, vacation/personal/sick leave, etc.) and assist employees with payroll related issues.
- Perform biweekly employee maintenance: gather timesheets, verify input hours, rates, totals, absences, and withholding changes. Analyze payroll reports, print checks and post to general ledger to complete the cycle.
- Prepare, reconcile and submit biweekly deductions for TSA’s and OBRA; prepare, reconcile and submit retirement deductions to MTRS and MSRB.
- Prepare and submit quarterly reports: 941’s, WR1’s, state with holdings, unemployment insurance, multiple worksite report. Annually prepare and distribute W‑2’s and 1095 ACA tax forms. Communicate required deduction information to Treasurer for transfers.
- Maintain payroll system updates, including Circular E (Federal) & Circular M (State) for all employees.
- Reconcile wages paid to employee contracts/schedules; review general ledger payroll accounts vs. budgets; prepare any required journal entries.
- Process health, life and dental deductions/billing for current and retired employees, including partial month deductions, refunds and invoicing for warrant processing, and billing functions for MTRS eligible retirees.
- Assist in yearly budget and audit process; prepare annual workers comp audit.
- Assist HR in completing various forms (unemployment claims, workers comp wage statements, garnishments, verification of employment requests, state retirement applications).
- Maintain current knowledge of federal, state, and local wage and hour regulations, retirement, social security, tax levies, wage garnishments and apply this knowledge consistently in payroll processing.
- Minimum Associate's degree in business or accounting plus 2‑5 years accounting/payroll experience or equivalent.

- Highly functional with payroll software applications and procedures.
- Effective communication skills; able to plan, organize, and perform various office functions.
- Experience with automated payroll and accounts receivable systems and Microsoft Excel.
- Capability to work independently with minimal supervision as part of a business office team; positive interaction with employees and public.
- Physical and emotional capacity to fulfill responsibilities; ability to sit at a desk, use computer, and perform moderate physical exertion (reaching, bending, twisting).
- Annualized salary range of $66,000 – $70,000, paid bi‑weekly.
- Full‑year assignment: 52 weeks, 37.5 hours per week, Monday‑Friday schedule 7.5 hours per day with half‑hour lunch.
- Target workday 8:00 a.m. – 4:00 p.m.; extended hours may be necessary for deadlines.
- School district provides necessary facilities, equipment, and supplies.
