The Town of Yarmouth is searching for an Assistant Treasurer/Collector to join the Finance team. The role reports to the Treasurer/Collector and conducts administrative, supervisory, and collection functions for municipal funds, tax title properties, payroll, and other receivables.
Responsibilities- Supervise daily operations of Treasurer & Collector employees when the Treasurer or Collector are absent.
- Support the collection and processing of property taxes (real & personal), motor vehicle excise taxes, boat excise taxes, and all other tax and miscellaneous receivables.
- Assist in collection of water, service connection, septage, and solid waste bills.
- Coordinate with other town departments to issue bills accurately and on time.
- Manage tax accounts affected by bankruptcy, L& Court decisions, and receive & verify deposits for posting to the financial system.
- Establish payment plans with delinquent payers and conduct specialized collection efforts, including auctioning tax titles and processing low‑value delinquent properties.
- Respond to taxpayer inquiries, resolve complaints, and communicate public policies effectively.
- Assist the Treasurer & Finance Director with short‑ and long‑term borrowing, including preparing the annual debt service budget and ensuring timely payment of all obligations.
- Prepare monthly reconciliation of all cash and bank accounts, as well as cash, trust fund, and tax title reconciliations for audit and reporting purposes.
- Bachelor’s degree in Business Administration, Accounting or a related field.
- Certification as a Massachusetts Municipal Treasurer & Collector preferred.
- Minimum of five years of experience in a responsible position involving payroll, bookkeeping, accounting, and treasurer/collector functions.
- Ability to be bonded throughout tenure.
