Finance Director
Under the general direction of the AVP of Finance, directs the fiscal function primarily concerned with the coordination of the healthcare organization's formal budget program, long range forecasting, third-party reimbursement, and special projects of a fiscal nature. Responsible for improving and maintaining all components of the patient revenue cycle. Ultimately accountable for cash receipts, accounts receivable and ensuring the number of days in accounts receivable remains at or below industry standard.
Key responsibilities include establishing written instructions for a formal budget procedure, directing the preparation of annual budget in cooperation with management and department heads, monitoring annual budget for compliance, integrating prospective pricing-diagnosis related grouping regulatory provisions and data from case-mix systems into the budget projection process, and supervising the preparation of various cost reports and work papers to support cost reports.
The role also involves developing and implementing strategic initiatives to improve and maintain the patient revenue process, recommending reviews, and/or approving changes to the patient charge structure, maintaining up-to-date knowledge of available information systems, fostering communication and developing a joint vision for all areas involved in the patient revenue cycle, and participating in third-party audits and educational programs as required to maintain current knowledge of the issues.
Additionally, the Finance Director keeps the AVP Finance informed on the conditions within the payment systems, reimbursement and budget areas, maintains financial forecasting model and updates periodically during the year, files formal appeals with third-party payers to maximize reimbursement, keeps abreast of all standards to ensure compliance with orders or directives issued by duly constituted governmental/regulatory agencies or third-party payers, renders technical assistance to department heads in preparing budgets, assists in the planning, coordination, and preparation for interim and year-end audits, prepares special studies which analyze a specific part of the hospital's operation, develops cost accounting systems to be used in both budget and reimbursement applications, evaluates case mix data needs as it relates to reimbursement for the hospital, monitors case mix index as it changes from period to period, assists in recruitment of new personnel;
evaluates personnel under his/her supervision, participates in providing analytical data in order to evaluate possible health maintenance and preferred provider organization's proposed contracts and monitors profitability of those agreements entered into, and has direct management responsibility for manager and support staff in Financial Planning & Analysis and Financial Performance & Analysis.
