The primary function of the Town Treasurer/Collector role is to oversee all municipal financial operations. Key responsibilities include managing cash management systems, debt issuance, disbursements, and revenue collection activities, as well as administering tax title accounts, payroll, and employee benefits. The position ensures the optimal investment and stewardship of Town funds in strict compliance with municipal, state, and federal regulations while maintaining high standards of quality, safety, and professional public service.
This is a full-time, in-person position, with a standard 35-hour workweek; flexibility is required as working hours may require overtime beyond 35 hours during peak operational cycles, fiscal deadlines, heavy tax collection periods, or to meet town operational demands.
Essential Functions- Treasurer: Oversee all Town receipts and disbursements, transfer funds, make deposits, reconcile bank statements, and verify accurate revenue reporting.
- Manage Town investment and borrowing procedures, including fund placement, yield evaluation, disclosure preparation for rating agencies, and short- and long-term debt issuance.
- Ensure sufficient cash flow to cover payroll, vendor bills, and debt service while maintaining custody of stabilization, trust, and special town funds.
- Initiate collection enforcement for overdue accounts and manage tax title properties, including payment processing, tax title discharges, and foreclosure sales/auctions.
- Oversee employee benefits administration in close partnership with the Human Resources department to ensure seamless service delivery and deduction reconciliation.
- Manage end-to-end payroll operations, executing weekly payroll for Town employees and bi-weekly payroll for Mattapoisett School employees while ensuring the accurate processing of rate changes, deductions, and tax/vendor with holdings.
- Sign, issue, reissue, or stop payment on checks and direct deposits, and file corresponding local, state, and federal reports.
- Serve on the municipal finance team to assist with capital and operational budget development, long-range financial planning, debt service modeling, and trend forecasting.
- Represent Town interests on the Group Insurance Consortium, Insurance Advisory Committee, Tax Relief Committee, and Plymouth County Retirement System Advisory Board (M.G.L. c. 32).
- Collector: Direct the collection, processing, record-keeping, and enforcement of all municipal taxes and utility user charges.
- Collect real estate, personal property, motor vehicle/boat excise, and conveyance taxes, alongside sewer betterments and water/sewer fees.
- Establish and monitor internal controls for accounts receivable and conduct annual tax takings for delinquent real estate accounts.
- Submit unpaid motor vehicle and boat excise accounts to the Deputy Collector and assign delinquent personal property accounts to collection agencies.
- Manage online, ACH, and over-the-counter credit card payment systems, ensuring proper posting to taxpayer accounts.
- Maintain open office hours, ensure operational coverage, and assist the public, municipal departments, attorneys, and financial institutions with inquiries and records.
- Complete special projects and perform related duties as assigned or directed.
- Education: Bachelor’s degree in Accounting, Economics, Business Administration, or related field required;
