The Community Development Partnership (CDP) seeks a Director of Municipal Partnerships & Policy to join our team of community development professionals and lead the development, adoption, and implementation of the CDP’s regional policy agenda to advance housing and economic development priorities across the eight Lower and Outer Cape towns that we serve.

Our mission is to create a thriving year-round community on the Lower and Outer Cape through accessible, stable housing and economic opportunity. We do this by promoting, developing, and managing affordable housing;

nurturing the launch and growth of small businesses; and aligning business, nonprofit, and government partners around shared strategies, data, and action to drive lasting collective impact. Since 1992, the CDP has been a leader in developing and delivering innovative programs that foster an economically and environmentally sustainable Lower Cape Cod community. As a community development corporation, we value economic diversity and are committed to the inclusion and participation of local area residents, business owners and leaders in setting our priorities.

Based in Orleans, MA, the CDP has an annual budget of $3.5 million funded through government and foundation grants, contributions from individuals and businesses, and earned revenue. A staff of seventeen professionals is charged with delivering the organization’s programs, and the organization is governed by a 16-member Board of Directors comprised of business and community leaders.

The Director is responsible for leading the development, adoption, and implementation of the CDP’s regional policy agenda to advance housing and economic development priorities across eight Lower and Outer Cape towns. This role translates a values-driven, evidence-based policy framework into real-world municipal action within an Open Town Meeting form of government. The Director builds relationships with elected and appointed officials, educates and advises municipal leaders, mobilizes community advocates, and coordinates internal and external partners to influence policy adoption, resource allocation, and systems change.

They serve as a connector between regional strategy and local implementation, ensuring that policies are not only adopted but also successfully advanced through municipal processes.

The Director reports to the Senior Director of Advocacy, is a member of the organization’s Advocacy Department, and participates in new program development with the Chief Executive Officer, key staff, board members and program stakeholders. The Director does not supervise any direct reports. The position is full-time exempt (37.5 hours/week) and works from the CDP’s office at 180 Cranberry Highway, Orleans, MA, with the opportunity to work remotely up to three days per week.

This is a public-facing position; the candidate should be a confident public speaker who can build rapport with people from many different backgrounds and in a variety of social settings. They should be passionate about the CDP’s mission, have strong interpersonal skills, and be excited to join a highly collaborative team in an evolving department.
