Overview

McBride Consulting has an exciting opportunity for a Senior Foreign Military Sales (FMS) Program Manager to provide support to the Air Force Life Cycle Management Center/PEO Electronic Systems Directorate (AFLCMC/HB). This role supports the International C2 and Sensors Division (HBN) and the mandated Command and Control (C2) systems procured through FMS by the country of Qatar. It is a full‑time position located at Hanscom Air Force Base, MA.

Responsibilities
  • Manage FMS acquisition programs in accordance with DoD policy, including use of SAMRS and DSAMS.
  • Execute FMS system acquisition in collaboration with government partners such as SAF/IA, AFSAC, DSCA, AFLCMC/WFNFM, FDO, and TSC.
  • Lead acquisition planning activities: industry days, market research, source selection planning, acquisition strategy, SOO/SOW/PWS development, RFP planning, and contract negotiation.
  • Ensure compliance with FMS‑specific requirements and coordinate with international partners.
  • Prepare and support Program Office meetings, internal government meetings, imperatives review cycles (PARs, ICWGs, Technical Interchange Meetings, case reviews), and case meetings.
  • Represent the program office to international customers, including the partner nation Ministry of Defense (MOD), Office of Defense Cooperation (ODC), and Air Force stakeholders, addressing programmatic questions regarding acquisition, cost, schedule, and performance.
  • Assess cost, schedule, and performance relative to program baselines, recommend solutions for execution issues, and pursue alternative courses of action.
  • Plan, research, analyze, and assess system acquisition activities for development, production, and deployment of weapon systems and associated equipment.
  • Develop and deliver program status briefings and acquisition updates to senior leadership.
  • Draft, review, and coordinate government RFP documentation and participate in technical evaluation of proposal responses.
  • Develop briefings for government, industry, and international stakeholders.
  • Travel to OCONUS locations, including Qatar, and CONUS locations such as CENTCOM and OEM manufacturers.
  • Coordinate activities across multidisciplinary teams—engineering, logistics, program management, industry partners, and international customers—to ensure mission‑aligned execution.
  • Operate independently and support program execution during periods when the Government Program Manager is unavailable or prioritizing other missions.
  • Review and interpret program schedules and acquisition documentation to support execution activities.
Requirements
  • Must be a mandatory U.S. citizen.
  • Must have and be able to maintain an active Secret clearance.
  • Bachelor’s degree in a related field.
  • Ten (10) years of mandatory relevant experience in the discipline, of which six (6) must be mandatory DoD experience.
Preferred Qualifications
  • Master’s or Doctorate degree in a related field.
  • Knowledge of FMS program management processes, SAMRS, and DSAMS.
  • Knowledge of DoD acquisition lifecycle processes.
  • Experience developing acquisition documentation, briefings, and program reports.
  • Knowledge of Radar and/or Command and Control systems (plus).
  • Knowledge of Middle Eastern business practices, culture, and customs (plus).
  • Strong interpersonal, written, and verbal communication skills.
  • Self‑directed ability to work independently and manage competing priorities.
  • Ability to coordinate across multidisciplinary program teams.
