Salary Range: $39.86 – $46.96 per hour
The Town of Rutland is seeking a knowledgeable, detail-oriented, and service-minded professional to serve as Town Clerk. This appointed position is central to the Town's civic life — the Clerk is the custodian of Rutland's official records, the local registrar of vital statistics, the chief election officer, and the Town's agent for issuing state-mandated licenses, permits, and certificates. About the RoleReporting to the Town Administrator, the Town Clerk performs complex administrative, technical, and supervisory work requiring initiative, accuracy, and a high degree of independent judgment. The Clerk ensures the Town's compliance with state and federal law governing public records, elections, ethics, and municipal reporting, and administers oaths of office, the annual census, and the Town's bylaws and regulations.
What You'll Do- Serve as Chief Election Officer, planning and executing all federal, state, and local elections, including voter registration, ballots, polling places, and certification of results.
- Serve as Records Access Officer, maintaining official Town records and ensuring compliance with the Public Records Law and Open Meeting Law.
- Serve as Registrar of Vital Statistics, recording and issuing birth, death, and marriage certificates, and as the Town's Burial Agent.
- Issue and renew licenses and permits, including marriage intentions, business certificates, raffle/bazaar permits, and dog licenses; collect and remit related fees.
- Administer oaths of office, conduct the annual Town census, and maintain the official street list in coordination with E-911.
- Administer campaign finance reporting and compliance under M.G.L. c. 55 and OCPF guidelines.
- Prepare and manage the Town Clerk's Office budget and maintain codification of Town bylaws.
- Supervise and train office staff, seasonal election workers, census workers, and poll workers.
- Provide courteous, accurate, and timely service to residents, attorneys, genealogists, business owners, and state agencies.
- High school diploma required; bachelor's degree highly preferred, or equivalent combination of education and experience.
- Three to five (3–5) years of progressively responsible office or records management experience, preferably in a municipal setting.
- Experience with elections, voter registration, or vital records administration strongly preferred.
- Massachusetts Certified Municipal Clerk (CMMC) preferred, or willingness to obtain certification within three years of appointment.
- Must be bondable as required by law;
Notary Public commission desirable. - Working knowledge of Massachusetts General Laws relating to elections, public records, and Town Clerk duties.
- Strong organizational skills, sound judgment, and the ability to manage multiple statutory deadlines with discretion and neutrality.
- Proficiency with Microsoft Office and municipal software systems (e.g., VRIS, Vitals, licensing/permitting platforms).
This position works in a typical office setting with frequent public interaction and occasional extended hours during elections, Town Meeting preparation, and statutory filing deadlines. Occasional lifting of records and election materials (up to 25 lbs.) is required.
Compensation$39.86 – $46.96 per hour, commensurate with experience and qualifications (Grade 6, Non-Union).
