EHS Programs and Planning Manager

Job Summary

The EHS Programs & Planning Manager is responsible for overseeing EHS management information systems, performance reporting, EHS emergency planning programs, and related governance processes. Reporting to the Vice President, EHS, this role drives the effectiveness of enterprise EHS initiatives by strengthening the EHS management system, compliance, training, employee engagement, communications, and program adoption. Administer and manage EHS management information systems, including compliance management systems, reporting platforms and document repositories. Responsible for generating and tracking EHS performance metrics, dashboards, reports, and trend analyses, while partnering with the Data Analytics Team to drive data automation and process improvement initiatives that enhance reporting efficiency, accuracy, and business insights. Evaluate capabilities of existing EHS technology platforms and identify future technology solutions to improve organizational effectiveness.

Manage EHS forms, templates, controlled documents, and EHS document libraries. Own the administration of EHS contracts, master service agreements, and other vendor administration activities. Assist with other process/system administration solutions and support functions to technical EHS teams.

Manage all aspects of oil and hazardous substance emergency planning programs, including Facility Response Plans (FRP), Spill Prevention, Control and Countermeasure (SPCC) Plans, Hazardous Substance Plans, and related emergency preparedness documentation. Monitor and manage Incident Management Team and internal responder qualifications. Coordinate plan updates through internal stakeholders and external consultants. Manage contractor and vendor relationships supporting emergency planning and response activities.

Maintain emergency response resource inventories and deployment information. Partner with Regional EHS Managers and Operations leadership to ensure emergency planning requirements are consistently implemented across operating locations. Serve as an Incident Management Team (IMT) member during emergency response events, as required.

Supervise, mentor, and develop direct report(s). Establish goals, priorities, and performance expectations for direct report(s). Collaborate with EHS leadership to establish department standards, accountability expectations, and continuous improvement initiatives. Lead special projects supporting EHS strategic objectives and organizational growth initiatives. Collaborate with EHS leadership to enhance employee engagement, communications, reporting, training, programs (i.e. Safety Committee, Good Catch, Life Saving Rules, peer observation), and drill coordination activities performed by direct report(s).

Partner with Learning and Development to develop comprehensive training programs that advance enterprise education, safety, and awareness.

5+ years of relevant and progressive professional experience in Environmental, Health & Safety, and/or Emergency response specific to retail, oil & gas, or terminal operations. Experience…
