The Opportunity

Indian River Juvenile Correctional Facility is seeking a Human Services Program Administrator 2 to serve as our Assistant to the Superintendent. This role will serve as a senior administrative leader within the institution, acting as the Superintendent’s designee for key operational, accreditation, public relations, and compliance functions. The role requires high‑level coordination across departments, ensures adherence to ACA and PbS standards, manages sensitive communications, and oversees regulatory compliance.

The position requires strong leadership, sound judgment, and the ability to represent the Superintendent in a wide range of internal and external settings.

Responsibilities
  • Serve as the Superintendent’s designee for assigned institutional operations, including oversight of American Correctional Association Standards, Performance‑Based Standards (PbS) and Public Information Officer (PIO) functions.
  • Act as the Superintendent’s principal liaison, coordinating public relations, responding to inquiries and complaints from the public, media, and external agencies.
  • Manage communication and compliance interactions with regulatory agencies (e.g., EPA, OSHA, State Fire Marshal).
  • Direct ACA accreditation activities by chairing the facility accreditation committee and guiding managers through accreditation and reaccreditation processes.
  • Provide technical guidance to managers and interpret ACA standards to ensure consistent implementation.
  • Analyze ACA standards against facility policies, procedures, and practices to ensure compliance; identify deficiencies and develop corrective action plans.
  • Coordinate and accurately report PbS data collection and analysis.
  • Chair the PbS committee and lead managers in maintaining PbS compliance.
  • Evaluate PbS standards against facility operations and monitor data trends to support improvements in conditions of confinement and treatment services.
  • Supervise the APC Coordinator, and Client Advocate Program Administrator.
  • Serve as duty officer during non‑business hours, assuming full responsibility for institutional operations.
