POSITION SUMMARY

This position is responsible for assisting with recruitment, onboarding, employee leave, and benefit administration. This position also provides administrative support functions in the delivery of human resource programs and services including personnel file maintenance, records management, and general office functions. This position may have a County-wide focus or be assigned as a liaison to specific departments.

ESSENTIAL FUNCTIONS
  • Provides leadership in attracting, retaining and developing an engaged workforce in the delivery of superior services to County residents and families.
  • Assists with the recruitment process, including reviewing employment applications, evaluating qualifications, and monitoring to assure adherence to personnel policies.
  • Prepares job postings and places notices in selected recruitment sources. Attends career fairs as required.
  • Conducts interviews, establishes interview panels; determines appropriate interview questions.
  • Completes written offer letters.
  • Conducts reference checks, verifies employment request from banks and other institutions. Conducts criminal, caregiver background checks and Driver Qualification checks upon hire and oversees ongoing compliance of routine background checks per State Regulations.
  • Coordinates required pre-employment testing.
  • Provides employee orientation; explains county policies, benefit packages, and employment information to employees.
  • Works with Department Heads to assess and provide ongoing training needs.
  • Supports set-up and maintenance of HRIS; inputs information and data, and compiles queries and reports.
  • Maintains, personnel, medical, and confidential files of both current and former employees. Creates files for new hires. Follows record retention schedule in removal of documents as necessary.
  • Reviews and approves employee evaluations to assure that evaluation program parameters are followed.
  • Advices management and supervisory personnel on administration and interpretation of Juneau County policies. Advises and educates employees on policies, procedures, rules and guidelines. Recommends new policies and changes to existing policies.
  • Provides confidential administrative support to the Human Resources Director. Gives direction to the Human Resources Assistant as needed.
  • Compiles and calculates data for wage/employment surveys, unemployment hearings, government compliance reports, and other employment related statistical data for office use and official reporting.
  • Conducts research, verifies, coordinates, and maintains documentation relative to human resource functions, such as staffing, benefits, training, personnel actions, and labor relations.
  • Administers disability, Workers’ Compensation, and FMLA leave programs, as directed by the Human Resource Director.
  • Works with Human Resources Director for approval of County provided medical and general leave of absences. Monitors and investigates worker’s compensation claims, prepares related documents and reports. Oversees light duty assignment process.
  • Compiles new employee onboarding and exit packets, ensuring materials (forms, brochures, etc.) are current.
  • Prepares and processes benefit program enrollment/changes/terminations for current employees, new hires and terminated employees. May answer employee questions on coverage, plan provisions, and eligibility.
  • Contributes to the development of and distributes communication pieces to all employees as needed (i.e. monthly newsletter, open enrollment materials, welcome emails and bereavement notices).
  • Researches best practices and recommends enhancements and modifications to existing processes to enhance efficiency and support the County’s mission.
  • Assists as required in Human Resource audits, surveys, metrics recording, and special events.
