Land Development Project Manager

HEPCO is seeking a Land Development Project Manager to support a growing civil engineering practice serving clients throughout Southern Maine, New Hampshire, and potentially Massachusetts. This direct-hire opportunity is ideal for a licensed Professional Engineer with extensive civil site-design experience who can manage complex development projects, lead technical teams, and cultivate strong client relationships.

The Land Development Project Manager will oversee commercial, residential, and mixed-use projects from initial planning and permitting through design, construction support, and closeout. This position is responsible for managing project scope, schedules, budgets, quality, and client deliverables while coordinating with internal teams, consultants, regulatory agencies, contractors, and clients.

  • Lead land-development projects from proposal development and due diligence through design, permitting, bidding, construction administration, and closeout.
  • Manage project scope, schedules, staffing plans, budgets, invoicing, and overall financial performance.
  • Oversee the preparation and review of site-civil design documents, including grading, drainage, stormwater management, utilities, erosion and sediment control, roadway access, and site layouts.
  • Coordinate projects with clients, architects, surveyors, environmental professionals, contractors, consultants, and municipal agencies.
  • Prepare and manage permitting submissions and support approval processes with local, state, and regional regulatory agencies.
  • Serve as the primary client contact, lead project meetings, communicate project updates, and identify opportunities for additional services.
  • Provide technical direction and quality assurance and quality control for plans, specifications, calculations, reports, and other deliverables.
  • Supervise, mentor, and develop project engineers, designers, and other technical staff.
  • Support proposal development, scope definition, fee estimates, and business-development initiatives.
  • Conduct site visits and provide construction-phase support, including responding to contractor questions, reviewing submittals, performing field observations, and resolving design issues.
  • Ensure compliance with company procedures, safety standards, professional engineering requirements, applicable codes, and client expectations.

Required Qualifications

  • Bachelor's degree in civil engineering or a closely related discipline.
  • Active Professional Engineer license, preferably in Maine, New Hampshire, or Massachusetts, or the ability to obtain licensure through reciprocity.
  • At least 10 years of civil engineering experience, including substantial commercial and/or residential land-development experience.
  • Demonstrated experience managing civil engineering projects, including scope, schedules, budgets, staffing, and client communication.
  • Strong knowledge of grading, drainage, utilities, stormwater management, roadway and access design, site layout, and permitting.
  • Experience working with municipal and state permitting authorities in New England.
  • Ability to lead multidisciplinary teams and manage multiple projects simultaneously.
  • Proficiency with Microsoft Office and relevant civil engineering design and project-management software.
  • Ability to travel to project and client sites throughout Southern Maine, New Hampshire, and Massachusetts as required.

Preferred Qualifications

  • Civil 3D experience.
  • Existing client relationships or business-development experience within the New England land-development market.
  • Experience with commercial, industrial, multifamily, residential subdivision, or mixed-use development projects.
  • Familiarity with Maine DEP, New Hampshire DES, Massachusetts environmental and permitting requirements, and local planning-board processes.
  • Experience supervising or mentoring engineers, CAD designers, and technical staff.
  • Professional Engineer registrations in multiple states, including Maine, New Hampshire, and/or Massachusetts.

Compensation

  • $115,000–$160,000 annually, depending on experience, licensure, market knowledge, and qualifications.
