Job Summary
Cobb Fendley is seeking an experienced Project Manager to work in its McAllen, Texas office.
Requirements Education, Registration, Certification- Engineering:
Bachelor’s degree in civil or related engineering discipline that satisfies state licensing eligibility. - Engineering:
Registration and designation as a Professional Engineer (PE).
Intermediate – 6+ years of professional experience in the field, including at least 1 year as a Deputy Project Manager.
- Knowledge of project management methodologies, lifecycle, industry standards, city/state/federal regulations, and tools (Microsoft suite, Vantagepoint, Smartsheet, etc.).
- Skills in leadership, communication, time, risk, quality, financial management, negotiation, and problem‑solving.
- Ability to think strategically, adapt to competing priorities, delegate, collaborate, and perform tasks with a high level of accuracy.
- Use weekly budget and project reports to monitor progress and review accounts receivable.
- Prepare scope of work (SOW), levels of effort (LOE), and schedules; identify out‑of‑scope requests and prepare proposals.
- Collect invoices and manage escalations for past‑due accounts.
- Ensure completion of contract and subcontract reviews, filing, and adherence to jurisdictional requirements and company signature matrix.
- Review initial contract terms, coordinate modifications with clients.
- Understand contract payment terms, fees, and negotiation strategies.
- Follow company QA/QC processes, including kick‑off and safety plans.
- Ensure clear communication of messages, timelines, and deliverables across departments and regions.
- Document meeting minutes and distribute to relevant parties.
- Provide input for RFQ and proposal requests and maintain updated resumes.
- Adhere to client‑set schedules, inform clients of delays, and collaborate on mitigation plans.
- Respond promptly to issues and follow up to ensure satisfaction.
- Provide periodic staff performance feedback and assist in recruiting team members.
- Give direction to support staff as assigned.
- Work on projects involving drainage maps, storm hydraulics, roadway design, sanitary sewer design, waterline design, plant design, construction contracts, permits, regulatory compliance, technical reports, pump selection, lift station design, developmental plans, constructability reviews, multi‑discipline coordination, construction phasing, ADA regulation, program management, city engineering services, capital improvement plans, impact fee analysis, etc.
- Use Microsoft Project, Bluebeam, and other relevant software to complete project work.
Work performed in a professional office with occasional client site visits. Requires seated and standing posture, mobility between offices or work sites, neck movement for multiple screens, repetitive finger motions, arm movements, object handling, and cognitive tasks such as selective attention, reasoning, and written communication.
Office conditions involve use of computers, printers, copiers, scanners, plotters, telephone; field conditions may involve uneven surfaces, confined spaces, weather exposure, and potential allergens.
Expected Work Hours- Full‑time position, typically 40 hours per week, may require overtime.
- Standard hours:
Monday‑Friday, 7:30 AM‑4:30 PM CST, with typically 1‑hour unpaid lunch break.
- Eligible for a hybrid schedule after completion of the training period, as determined by the department.
