Summary Objective

The purpose of this position is to direct the operation of the Health, Code Compliance & Animal Care Services department, planning, conducting, and administration of environmental health programs. Responsible for the enforcement of city ordinances and State of Texas Health laws and regulations; and, prevention and/or control of food borne diseases and communicable diseases.

This job formulates long-range goals for the organization, develop policy and position papers and negotiates with the chief administrative officer and/or elected officials.

ESSENTIAL FUNCTIONS
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Plans, develops, coordinates, and administers the city health, code compliance and animal care programs.
  • Coordinates work with various city departments, county, and state agencies.
  • Evaluates conditions and situations, makes decisions and/or recommendations for course of action on complex problems.
  • Regularly required to use written and oral communication skills; read and interpret data, information, documents and maps; use math and mathematical reasoning; perform detailed work, manage competing multiple priorities and concurrent tasks; work with constant interruptions; and interact with the staff and public.
  • Plans and recommends personnel and budget actions pertaining to health, code, and animal care services programs.
  • Oversight for reviews of all plans for new and remodeled food establishments.
  • Conducts and directs a comprehensive food establishment inspection program.
  • Administers an ongoing insect and vector control program city-wide.
  • Interprets and enforces public health laws, ordinances and regulations.
  • Conducts epidemiological investigations.
  • Reviews all inspection reports concerning food establishments, determine appropriate action for violators.
  • Conducts and plans health related seminars.
  • Provides staff support to a variety of boards and commissions; attends and participates in professional group meeting; and stays abreast of new trends and innovations in the field of health, code compliance and animal care.
  • Responds to and resolves sensitive inquiries and complaints from both internal and external sources.
  • Responsible for preparing annual budget.
  • Prepares and participates in educational programs on city cable TV media.
  • When necessary, presents proposed ordinances to city commission.
  • Performs related work as assigned.
MINIMUM

EDUCATION AND EXPERIENCE REQUIREMENTS:
  • This position requires an accredited Bachelor’s Degree in Health Administration, Public Health, Sociology, Criminal Justice, Business Administration, or related discipline.
  • This position requires eight (8) years of Public Environmental Health, Code Enforcement, Animal Care Services, Texas border health training or related experience or an equivalent combination of education, training and experience.
  • Master’s Degree or Registered Sanitarian, preferred.
  • Code Enforcement License, preferred.
PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
WORK ENVIRONMENT:

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

SPECIAL CERTIFICATIONS AND LICENSES:
  • This position requires a valid Texas Class “C” Driver’s License.
