Employee Relations, Regulatory Compliance Specialist
To administer the operation of Employee Benefits and assist with the Risk Management Program to ensure effective delivery of services provided to Hidalgo County Head Start Program employees.
Provides leadership in the implementation and overall planning, and scheduling of the Benefits and Risk Management operations.
Oversees implementation of the County’s health and life insurance programs.
Assists with implementation of the County’s workers compensation program.
Processes the County’s general liability claims.
Coordinates the County’s voluntary insurance program.
Manages the County’s property/casualty insurance program.
Coordinates the County’s loss control program.
Coordinates and monitors the implementation of the policies established by federal, state and county in the area of employee benefits and risk management.
Administers the Workers’ Compensation Claims Management System.
Organizes and administers the Open Enrollment process for employee benefits.
Maintains employee files containing benefits information.
Coordinates and administers New Employee Benefits Orientation.
Maintains and verifies all benefit deductions.
Coordinates and implements requirements of the Family and Medical Leave Act.
Compiles various reports as requested.
Administers the employee pension plans.
Plans and coordinates training on safety issues for employees.
Keeps the Administrator for Human Resources informed on the operational affairs of the Employee Benefits, Workers’ Compensation and Safety Program.
Performs other duties as assigned by the supervisor or Executive Director.
Must be bilingual (English/Spanish).
A minimum Bachelor’s degree in Business Administration, Human Resources or related field is preferred.
At least two (2) years experience in employee benefits.
Knowledge of general liability, federal and state compliance laws and Workers Compensation law.
Interpersonal skills to deal with sensitive personnel matters.
Must have computer skills in Microsoft Word and Microsoft Excel.
Must have an automobile and current liability insurance for work related business.
