Department: Office of Human Resources
General Statement of JobThe Human Resources Information Systems (HRIS) Officer is responsible for managing and overseeing the South Texas College human resources information system and ensuring adequate training is provided to users of the HRIS applications and ERP Systems. The HRIS Officer provides analytical and technical support to the Human Resources department in pursuit of HRIS initiatives and other Office of Human Resources HRIS-related responsibilities.
Specific Duties and ResponsibilitiesEssential Functions:
- Develops, designs, builds, tests, implements, maintains and enhances HRIS security parameters and software programs.
- Administers HRIS programming, business system analysis, documentation, training, and development of software upgrades/modifications and implementation of new applications.
- Troubleshoots, analyzes, detects, identifies and corrects technical problems and deficiencies and coordinates the resolution of vendor problems and new project developments.
- Responsible to administer and/or oversees HRIS data governance for Employee and Position data by focusing on addressing three key areas: discoverability, security, and accountability.
- Oversees position control and standards that the Office of Human Resources follow.
- Participates in the development of, and advises management on, information technology strategy and technology deployment.
- Collaborates with members of the Information Technology team to ensure that the human resources data is captured accurately and integrity is maintained.
- Collaborates with members of the Public Relations and Marketing department for any web development projects.
- Maintains the ERP and other Systems data integrity and updates.
- Coordinates with the Training and Learning Manager to create/update the training guidelines/manuals.
- Develops policies and procedures relating to HRIS activities and training guidelines/manuals for the Office of Human Resources and others.
- Ensures quality and consistency of HRIS database by running audit, reporting, and exception reports.
- Functions as project manager and administrator for HRIS upgrades and other projects and identifies opportunities for improving human resources processes through information systems changes and implementations.
- Develops a training curriculum and conducts formal and informal training sessions regarding the HRIS.
- Provides technical support for Human Resources department staff including staffing, payroll, benefits, and trainings.
- Manages requirements and data specs to ensure accurate data flow between the system of records and other applications used to manage human resources processes.
- Manages all employees of the HRIS team.
- Serves on the Committees or meetings, as necessary to plan upgrades and enhancements to HRIS and the ERP systems and coordinate departmental level testing required for upgrades. Maintains awareness of future upgrade plans and the potential impact of those plans on departmental functions and communicates changes/updates to Human Resources departmental staff.
- Maintains shared server content, organization, access and distribution lists as necessary.
- Serves as primary resource for reporting needs for units within the Human Resources department and for routine, ad-hoc, legal and compliance reporting including AAUP and CUPA surveys, IPEDS reporting, , among others. Provides information relating to employee data as requested by other college departments, within boundaries of confidentiality.
- Travels throughout the college district, as needed.
- Perform other duties and assist with special projects as assigned.
Education and Experience
- Bachelor's Degree required, preferably in Management Information Systems;
Master's Degree preferred. - At least three (3) years of experience in human resources information systems required.
- At least three (3) years of supervisory experience required.
Skills and Abilities
- Excellent oral, written, presentation, and interpersonal communication skills.
- Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, internet research skills and report writing applications.
- Demonstrated knowledge of human resources processes and data.
- Demonstrated knowledge of HRIS database design, structure, functions and processes, and experience with database tools.
- Proven excellence in planning, decision making, and organization.
- Previous exposure to project-related activities through active participation in system-related projects.
- Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions and provide conclusions or approaches to the job.
- Ability to interpret complex documents and formulate an opinion.
- Ability to apply general rules to specific problems to produce a solution that will work for all employees.
- Demonstrated knowledge of developing and administering personnel policies and procedures.
