GS-9 Eligibility

To be eligible at the GS-9 level, you must meet at least one of the following conditions, as defined below:
Specialized Experience, Education, or a combination of Education and Experience.

Specialized Experience
  • One year of specialized experience which includes experience providing victim assistance, victim services and/or case management; AND collaborating with community organizations, state and local law enforcement, federal agencies, and/or committees on victim assistance issues.
Education
  • Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
    Criminal Justice, Psychology, Forensic Psychology, Social Work, Sociology, Behavioral Science etc.
Combination of

Education and Experience
  • A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.

    Add the two percentages.
GS-11 Eligibility

To be eligible at the GS-11 level, you must meet at least one of the following conditions, as defined below:
Specialized Experience, Education, or a combination of Education and Experience.

Specialized Experience
  • One year of specialized experience which includes experience collaborating with various groups (i.e. public, civic, industry and/or special interest groups) on victim assistance matters to develop and improve programs for victims; conducting training on victim assistance matters; preparing reports on the analysis of victim assistance program activities; AND assisting in designing brochures and other outreach materials on victim assistance and/or victim services.
Education
  • Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
    Criminal Justice, Psychology, Forensic Psychology, Social Work, Sociology, Behavioral Science etc.
Combination of

Education and Experience
  • A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

    Add the two percentages.
Interagency Career Transition Assistance Plan (ICTAP)

The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if:
1) this vacancy is within your ICTAP eligibility;
2) you apply under the instructions in the announcement; and
3) you are found well-qualified for this vacancy.
