Position: PERMIT COORDINATOR II

The purpose of this position is to coordinate inspections, plan review, and related activities required to issue permits for commercial and residential development projects.

Responsibilities
  • Coordinates the receipt and review of construction site plans and plats submitted for permit to determine compliance with appropriate codes and ordinances; receives applications, inspection requests, and preliminary and final plats; compiles and verifies completeness and accuracy of all documentation; and prepares documentation for distribution to appropriate personnel.
  • Coordinates pre-construction, due diligence, plan review, and related meetings, inspections, and other appointments; schedules meetings and maintains calendar; prepares meeting agenda and materials; assists in recording and distributing minutes; and notifies applicants and other involved parties of decisions.
  • Performs customer service functions by telephone and in person; provides information and assistance related to assigned work activities, department services, procedures, fees, forms, or other issues; assists the public in completing applications and other forms as needed; responds to complex questions and complaints; research problems; and initiates problem resolution.
  • Processes commercial and residential development permit applications; reviews applications for accuracy/completeness; enters information into database; receives and reviews site plans, building plans and drawings, zoning maps plat maps, and resolutions for processing of application; and forwards completed applications to appropriate personnel for approval.
  • Issues permits for approved building permit applications; verifies state/local licenses when applicable; ensures paperwork is complete and filed; ensures information is entered into database; verifies compliance with applicable codes/regulations; signs permits; and issues administrative use permits, commercial advertising sign permits, certificates of occupancy, and other use permits based on the outcome of review.
  • Receives money in payment of permit fees; calculates permit fees; records transactions, issues receipts, and forwards revenues as appropriate; prepares and updates reports of fees collected, permit counts, etc.; processes requests for permit fee refunds; recommends approval or denial of refund requests; and submits reports to appropriate department/individual.
  • Processes open records requests; receives, researches, and responds to open records requests; prepares, logs, and distributes certified reports, records, and payment invoices for completed requests; and ensures compliance with local, state, and federal laws, policies, and procedures regarding freedom of information.
  • Maintains file system of various files/records for the assigned area; prepares files, organizes documentation, and files documents in designated order; retrieves/replaces files; scans records into computer; research files; shreds/destroys confidential or obsolete documents; and conducts records maintenance activities in compliance with guidelines governing record retention.
  • Processes a variety of documentation associated with department/division operations, within designated time frames and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
  • Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
  • Communicates with supervisor, other County employees, contractors, developers, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Performs other related duties as assigned.
Education and Experience

Requires a High School diploma or equivalent and three (3) years of related experience as a Permit Technician Lead or equivalent, or equivalent combination of education and experience.

Licenses or Certifications

Must possess and maintain a valid Permit Technician certification and Erosion and Sediment Control Level 1A certification.

Knowledge, Skills, and Abilities
  • Knowledge of local government operations, Building/Plan Review related programs, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Skill in the use of computers and software applications related to the essential functions of the job.
  • Skill in effective communication, both verbally and in writing.
  • Ability to meet and deal with employees and the public in an effective and courteous manner.
