General Description

The primary purpose of this position is to develop and execute a comprehensive Main Street Revitalization Plan for the downtown district based on the Main Street Program four-point approach: organization, promotion, economic restructuring, and design. This position is also responsible for the coordination and budgeting of the Main Street Program as well as its Main Street Advisory Board.

Roles and Responsibilities
  • Develops and implements strategies to attract businesses to the downtown district in coordination with the City Administrator and the Downtown Development Authority (DDA).
  • Ensures compliance of local Main Street Program with the State program office.
  • Manages the Main Street Advisory Board and all related administrative functions, such as budget development and accounting, as well as preparing reports when necessary.
  • Coordinates all program activities.
  • Recruits volunteers to assist with implementing Four Point Main Street Strategy.
  • Implements marketing strategies that will encourage business development and retain existing businesses.
  • Assists property owners with physical improvement projects through personal consultation in coordination with the Community Development Department and Historical Commission, possibly including obtaining professional design assistance.
  • Prepares reports, expenditures, purchasing, record keeping, and inventory management.
  • Meets with prospective clients and conveys city’s economic development practices and principles.
  • Assists tenants and property owners with problems and concerns.
  • Builds strong relationships with local businesses and local associations.
  • Composes marketing materials for promoting the Downtown District.
  • Develops and creates event brochures, guides, flyers, posters, etc.
  • Engages small business owners and community organizations in economic development activities in coordination with the DDA.
  • Maintains and updates an inventory of available properties and buildings in the downtown area.
  • Works with the city’s Event Coordinator, Georgia Department of Community Affairs, the Downtown Merchant Association, and other related agencies and associations.
  • Schedules reservations for use of the public space on the square and at Big Spring Park.
  • Attends training, meetings, and conventions as necessary.
  • May operate a city vehicle in performance of duties.
  • Performs other related duties as required.
Knowledge,

Skills and Abilities
  • Knowledge of national and state Main Street Program strategies, principles and goals.
  • Knowledge of general business principles.
  • Knowledge of funding resources and additional financial incentives available to the Main Street Program.
  • Knowledge of economic development, business retention, and recruitment.
  • Knowledge of the city’s operations, zoning ordinances, and land use plans.
  • Skill in dealing with large-scale financial transactions.
  • Skill in dealing with both public and private enterprises.
  • Skill in operating modern office equipment including computer.
  • Skill in oral and written communication.
  • Ability to network and develop relationships with business, real estate and site selection professionals.
  • Ability to research, compose and submit grant applications with respect to the Main Street Program.
  • Ability to schedule, organize, and execute assigned tasks and understand and follow oral and written instructions.
  • Ability to accurately record and transfer data from one source to another, and maintain strict confidentiality.
  • Ability to maintain all required certifications and licenses.
  • Ability to operate city vehicles in a safe manner.
Minimum Qualifications

Bachelor’s degree in planning, public administration, economic development or related field required; three (3) to five (5) years of professional experience in economic development or main street management field; must possess valid State of Georgia Driver’s License; satisfactory criminal…
