Position: DEPUTY DIRECTOR, HUMAN RESOURCES

The purpose of this position is to plan, direct, and oversee operations, classification and compensation, employee benefits, recruitment, employee relations, and other related human activities; and to provide professional advice and guidance to County administrators and elected officials regarding human resources issues under the direction and in support of the Director of Human Resources.

  • Manages, directs, prioritizes, and evaluates assigned staff and work activities; develops and oversees assigned employees work schedules to ensure adequate coverage and control; addresses employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; serves as a liaison between employees and the department director; and trains staff in operations, policies, and procedures.
  • Assists department director with overseeing the administration of County-wide human resources activities; serves as the department’s director, in the director’s absence.
  • Consults with assigned staff to assist with complex problem situations and provide technical expertise; provides progress and activity reports to director.
  • Conducts internal investigations and resolves and recommends solutions to sensitive human resources issues; prepares recommendations for personnel policies and procedures, as appropriate.
  • Ensures compliance with applicable local, state, and federal personnel, workplace, and safety laws, ordinances, rules, and regulations; reads, assimilates, and disseminates information on changes in laws and regulations; analyzes impact of changes on County policies and procedures; creates or recommends compliance processes or procedures.
  • Responds to internal and external requests for information regarding personnel and workplace laws, ordinances, rules, and regulations; and ensures human resources information systems (HRIS) meet operating, legal and compliance standards.
  • Develops and implements guidelines for personnel transactions (i.e., hires, promotions, transfers, performance reviews, separations, etc.).
  • Assists with overseeing recruiting and selecting personnel; prepares, analyzes, and revises job descriptions; candidate screenings and interviews, background, and reference checks; makes hiring and employment termination recommendations; and maintains related documentation.
  • Monitors employee benefits programs (i.e., health insurance, leave policies, wellness programs, retirement programs, etc.); participates in the creation of related bid documents and contract negotiations; oversees new employee orientation; oversees and plan annual open enrollment events; develops programs to increase employee effectiveness, engagement, wellness, and communication.
  • Assists with employee recognition programs; oversees the development of calendars for wellness, employee engagement and other activities and events.
  • Directs the maintenance of departmental records and open records requests; ensure compliance with applicable local, state, and federal rules and regulations regarding records retention and availability; ensures accurate privacy and release of public information and security of records; directs and monitors the entering and maintenance of department records into appropriate computer systems and files.
  • Identifies and drives philosophies and programs to foster constructive employee relations and ensures the organizations' approach to its employees is fair, respectful, and consistent.
  • Attends various meetings, serves on committees, and makes presentations or speeches as needed; represents the County in personnel-related matters, as needed.
  • Maintains a comprehensive, current knowledge of applicable laws and regulations and human resources practices; maintains an awareness of new products, methods, trends, and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as appropriate.
