Under general supervision, this position ensures compliance with plans and specifications for City construction projects and related activities. The incumbent performs professional‑level work, monitors quality control, construction site safety, trench safety, and traffic handling during construction and maintenance. Work involves technical examinations and the application of standard trade practices, with inspections conducted independently in accordance with department regulations and established technical standards.

• Serve as the City’s primary point of contact for permitting infrastructure installation, land development, and capital improvement projects.
• Establish relationships with Engineering staff, multiple City departments (Public Works, Parks and Recreation, Building Inspections, Code Services, Planning, Fire Department), external stakeholders (TxDOT, NTMWD, franchise utilities, contractors, developers, neighbors, public).
• Provide high‑quality customer service, mediate conflicts, and resolve competing interests among stakeholders.
• Interpret and enforce approved plans, design manuals, ordinances, state and federal requirements.
• Conduct preconstruction meetings, construction inspections, and ensure all site requirements meet City standards until final acceptance.
• Issue stop‑work orders as needed and coordinate laboratory testing schedules.
• Assist the chief inspector with site walk‑throughs and final punch list reviews.
• Maintain inspection data through daily, weekly, and monthly reporting systems.
• Investigate citizen complaints and communicate problems to department leadership and external stakeholders.
• Use Blue Beam software to mark up plans and maintain records in Ener Gov and other permitting software.
• Coordinate with City departments on infrastructure installation to avoid damage to utilities and coordinate water and sanitary sewer interruptions.
• Perform various on‑site inspections: street subgrades, paving, alleys, sidewalks, storm drainage, traffic control plans, sanitary sewer installations, barrier‑free ramps, etc., and explain deficiencies to contractors.
• Maintain open communication with affected residents, property owners, and contractors throughout project schedules.
• Assume additional duties as assigned or directed.

• Analyze and interpret construction plans, specifications, and standards, including ADA/PROWAG compliance.
• Maintain proficiency in Microsoft Word, Excel, Blue Beam, and Ener Gov.
• Perform calculations of surface areas, volumes, weights, and measures.
• Observe and evaluate field conditions, identify potential issues, and advise contractors on safety and compliance.
• Maintain an open line of communication with City leadership, department staff, and external stakeholders.
