Systems Engineer, Cybersecurity, Regulatory Compliance Specialist
Raytheon is seeking an Earned Value Management (EVM) Tier IV Specialist to contribute to program performance through hands‑on EVM implementation, training, compliance monitoring, and assessment.
Responsibilities- Lead EVM implementation and compliance activities across assigned programs
- Guide program teams in preparation for Integrated Baseline Reviews, surveillance reviews, and internal assessments
- Deliver closed‑loop feedback with actionable, compliant recommendations
- Collaborate with EVM Tier II and Tier III resources for process alignment and best practices
- Evaluate EVM‑related RFP and RFQ language; recommend adjustments as needed
- Deliver training and coaching to program teams to ensure understanding of EVM requirements
- Review and assess EVM artifacts (e.g., CDRLs, DIDs) for compliance and completeness
- Provide support during program proposal, baselining, and execution phases
- Typically requires a Bachelor’s Degree in Finance, Accounting, Economics, Mathematics, or related field and 8+ years of finance work experience; or an advanced degree and 5+ years of relevant experience
- U.S. citizenship required for security clearance
- Ability to obtain and maintain a U.S. government issued security clearance (Secret level)
- Experience in EVMS, Program Controls, and Cost/Schedule Integration
- Experience using analytical techniques to assess EVM compliance
- Experience executing/reinforcing EVM reporting with Data Item Descriptions (DID) requirements for IPMR/IPMDAR
- Experience evaluating EVM compliance, process effectiveness, and implementation materiality
- Familiarity with Agile program execution
- In‑depth knowledge of EIA‑748 guidelines, Raytheon EVMS Process Description Manual 10255, and EVM Process Instructions
- Proficiency in EVM tools and systems (e.g., SAP, for Project, RTX Tool Suite)
- Understanding of IMS development and maintenance practices
- Raytheon EVM Certification or industry‑recognized equivalent
- Experience with subcontractor integration in an EVM environment
