Will be placed on salary schedule based on qualifications and experience. The following is a listing of the job classifications as CIP Engineer:

  • GRADUATE ENGINEER I – SALARY RANGE (E7): $65,994.84 - $95,694.76 annually; $31.72 - $46.00 hourly
  • CIVIL ENGINEER I – SALARY RANGE (E11): $84,422.85 - $ annually; $40.58 - $58.85 hourly
  • CIVIL ENGINEER II – SALARY RANGE (E12): $89,783.70 - $ annually; $43.16 - $62.59 hourly
  • SENIOR ENGINEER I – SALARY RANGE (E13): $95,484.96 - $ annually; $45.90 - $66.56 hourly
  • SENIOR ENGINEER II – SALARY RANGE (E14): $ - $ annually; $48.82 - $70.79 hourly
Summary of Position

Under the direction of the CIP Manager, this position manages capital improvement projects from inception to completion that relate to roadways, drainage systems, water/wastewater systems, and various traffic improvements throughout the City of McKinney. Tasks include design or study management, development, review; project schedule, budget estimating, and tracking; project procurement and construction management; and public or stakeholder outreach. The role also involves managing contracts, conducting meetings with consultants, engineers, agencies, and homeowners, and performing other related duties as required.

When Assigned to Graduate Engineer I
  • Assist with implementing capital improvement projects while working with contractors, consultants, and other city departments or state agencies.
  • Serve as the city’s project manager under the direction of the CIP Manager for assigned projects, including supervision and oversight of contractors and/or consultants.
  • Develop, review, and coordinate plans, specifications, cost estimates, and contracts for multiple capital improvement projects in a timely manner based on design standards, construction details, and specifications.
  • Perform construction management responsibilities to attain timely completion within the allotted project budget and controls.
  • Manage professional service and construction contracts, including negotiation, review, execution, tracking, and invoicing.
  • Act as a liaison with consultants, external engineers, and various stakeholders.
  • Assists with land acquisition and franchise utility coordination.
  • Respond to public and inter-departmental inquiries related to capital improvement projects.
  • Assist with preparing ordinances and resolutions for City Council action.
  • Perform research and routine clerical functions.
When Assigned to Civil Engineer I
  • All duties of Graduate Engineer I plus:
  • Develop and coordinate agreements related to capital improvement projects.
  • Conduct public meetings and facilitate public involvement.
  • Develop and update design manuals and construction specifications within their discipline.
  • Present information and provide recommendations to City Council and Administration.
  • Prepare ordinances and resolutions for City Council action.
When Assigned to Civil Engineer II
  • All duties of Civil Engineer I plus:
  • Conduct consultant selection procedures, including scope definition, bidding, negotiation, contract preparation, and project administration.
  • Prepare written technical reports and make presentations to City Council, subcommittees, and external agencies.
  • Work with limited managerial direction under broad practice and policy guidance.
  • Provide engineering support to other city departments.
When Assigned to Senior Engineer I
  • All duties of Civil Engineer II plus:
  • Provide technical direction, training, and support to other divisions and city departments.
  • Assist the CIP Manager in supervising and guiding CIP team members, including work assignments, time management, and professional development.
  • Serve as a subject matter expert for a specific civil engineering discipline.
