Under the direction of the Assistant Director or Division Manager, this position plays a vital leadership role in delivering high-quality public infrastructure for the City of McKinney. They will manage complex capital and operational projects from initial concept through final completion, ensuring the long-term reliability and performance of the City's roadways, drainage systems, water and wastewater systems, and traffic-related improvements.

As a licensed professional engineer, this position will conduct field inspections of existing infrastructure, evaluate system conditions, identify deficiencies or emerging issues, and develop practical, data-driven solutions that enhance public safety, mobility, and service reliability. They will oversee the planning, design, and execution of projects; prepare and review technical studies; develop and manage project budgets and schedules; and ensure compliance with all applicable standards, policies, and regulations.

The position also leads procurement efforts, manages consultant and contractor performance, coordinates construction activities, and ensures timely communication with residents, stakeholders, and partner agencies. Regularly engages with engineers, consultants, property owners, and other City departments to develop solutions that reflect community needs and organizational goals.

Essential duties and responsibilities include managing public works infrastructure projects, coordinating with various divisions, responding to inquiries, developing plans and specifications, performing QA/QC reviews, issuing field directives, supporting hydraulic modeling, supporting wastewater division activities, analyzing drainage systems, working with Street Operations, ensuring compliance with standards and requirements, assisting with development of design manuals and standards, acting as liaison with stakeholders, conducting public meetings, preparing technical reports and presentations, leading consultant selection processes, managing contracts, providing engineering support during emergencies, reviewing permits and compliance, coordinating with Fleet and Facilities, providing technical direction and support, preparing progress updates and reports, monitoring industry trends, and performing supervisory duties.
