The Revenue Supervisor is a first‑line supervisory position that reports to the Finance Manager and is responsible for the collection of all monies due the City and ensures proper accounting and audit controls for cash and accounts receivables. The Revenue Section of the Finance Department consists of seven positions involved in a variety of revenue‑related activities including accounts receivable, property and transient taxes, business license fees and charges, utility billing, parking citations, fines and grants management.
TypicalTasks
- Assists in the development and implementation of goals, policies and priorities related to municipal revenues collection and management; plans, organizes, supervises and evaluates the work involved in the Collections section activities of the Finance Department.
- Monitors the collection and security of all monies collected for the City; ensures effective audit controls.
- Supervises the City’s permits and licenses programs.
- Analyzes and verifies monthly journals generated by collections staff for general ledger recording of such revenue accounts as cash receipts, accounts receivables and water sales.
- Supervises the preparation of documents necessary for collecting delinquent accounts through collection agencies, small claims and bankruptcy courts.
- Approves all write‑offs and adjustments to accounts receivables, water, parking and project fees.
- Analyzes all receivables accounts and ensures reconciliation to general ledger; assists in the development of budget projections for major revenues accounts.
- Accrues all revenues at year‑end and prepares reports for financial audit.
- Prepares, monitors and reviews various technical reports relating to accounting and cash flow functions; prepares a variety of materials and communications including analytical reports and correspondence.
- Assigns, trains, supervises and evaluates the work of technical and support staff in the performance of a variety of customer services duties including collections of accounts receivables, not sufficient fund accounts, water billing and centralized cashiering; selects, promotes and disciplines personnel.
- Assists in the preparation and monitors the expenditures of the section’s annual approved budget.
- Responds to complaints and requests for information from the public and advises City departments, governmental agencies and the public regarding City ordinances.
A typical way to obtain the requisite knowledge and abilities would be:
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in accounting, business or public administration or a closely related field and two years of experience in accounting and/or revenues collections. Lead or supervisory experience is desirable.
- Knowledge of: Practices and procedures related to collections and the accounting for cash receipts; applicable accounting standards and internal control procedures; collections procedures and methods; principles and practices of computer user applications particularly related to business licensing and other financial recordkeeping; principles and practices of employee supervision, including selection, training, evaluation and discipline; budgetary principles and practices.
- Ability to: Plan, schedule, assign, supervise and review the work of assigned staff; develop, revise and implement accounts receivables and collections systems and procedures; review and verify financial documents and maintain financial recordkeeping; prepare a variety of reports and analysis related to revenues and accounts receivables; identify and resolve problems related to revenue/collections operations; work effectively and tactfully with the public and other City staff and others encountered in the course of the work.
