Collin County is seeking candidates to fill the position of Senior Administrator in the District Clerk's office. This position will work at both the Collin County Detention Center and the Collin County Courthouse. This position will oversee the ELM (Electronic Leg Monitoring) Department, and Magistrate Court Clerks at the Collin County Detention Center as well as oversee the District Clerk Criminal Department and the Records Management Department at the Collin County Courthouse.

This position at times may be required to work some weekends, holidays, and outside of regular operating hours.

This Senior Administrator position will:

  • Perform supervision duties to include interviewing, selecting and training employees in the operations and functions specific to the District Clerk’s office, as well as monitor the performance assigned employees and direct the work of those groups to meet department objectives. Performance corrections or termination, appraisals and advancement, grievances and disciplinary actions are a part of the supervisory duties.
  • Develop and/or adjust office procedures, policies, and resources, including staff, to meet the requirements of the department’s functions.
  • Monitor legal and regulatory compliance with state and federal rules and laws such as OCA, Department of Public Safety, and State and Federal Courts.
  • Supervise staff involved in updating, maintaining, testing, and modifying the District Clerk’s portion of the Odyssey court management database, monitoring database for integration issues and testing updates.
  • Complete quality assurance audits on Magistrate cases, ELM payments, PSRS/TLETS entries, and audits within the ELM software to ensure that profiles are properly created and exclusion and inclusion zones are accurate.
  • Serve as a TAC administrators in maintaining active user list with DPS, and maintaining compliance with DPS/CJIS policy.
  • Collaborate closely with District Judges ensuring that all violation notifications are being distributed correctly and in a timely manner.
  • Overseeing the Records Management Department by managing of records from creation to final disposition, ensuring proper classification, retention, and destruction of case files and records.
  • Perform routine audits to ensure evidence is disposed of as instructed through the legislator.
  • Ensure the confidentiality of juvenile records and sealings.
  • Work closely with the District Clerk on all preservation projects of historical records, and other case file records.

Budget preparation cycles require the Senior Administrator to review and prepare budgets for specific operational areas of the department, reporting results and budget requests to the District Clerk for inclusion in the department’s overall annual budget request.

Level of knowledge equivalent to four years of high school or equivalency is required. At least six years related experience in working with civil or criminal cases is required. A combination of management experience and education equivalent to 6 years may be substituted for legal experience. Strong written and verbal communication skills as well as a high proficiency in Microsoft Office applications are required.

Bachelor’s degree preferred. Experience with Odyssey software and a basic understanding of criminal courts is preferred.
