Under the general direction of the Director of Development Services, Planning Manager provides leadership and operational oversight of the Planning Division in a high-growth environment. The Planning Manager may assume delegated departmental leadership responsibilities as assigned. This position supervises planning staff; manages day-to-day planning, zoning, and development review operations, as well as all long-range planning activities; and ensures timely, thorough, and legally defensible planning recommendations and customer service.

Essential Functions:
  • Directs and manages daily operations for the Planning Division, including intake, routing, review timelines, customer communications, and quality control for planning deliverables.
  • Supervises assigned staff by assigning work, setting priorities, coaching, training, evaluating performance, and addressing corrective action needs consistent with City policy.
  • Leads continuous improvement of Planning Division standard operating procedures, including file management, record retention, and customer-facing processes.
  • Oversees and participates in the review of zoning cases, site plans, subdivision plats/replats, annexations, conditional use permits, variances, sign permits, floodplain development, and right-of-way requests to ensure compliance with the City’s codes, adopted plans, and state requirements.
  • Provides advanced technical guidance on interpretation and application of zoning, subdivision, and related development regulations; resolves escalated issues and facilitates outcomes with applicants, citizens, and departments.
  • Coordinates planning functions involving development agreements, zoning text amendments, ordinances, and updates to comprehensive planning efforts, ensuring alignment with community development goals.
  • Serves as lead staff (or senior support) for Planning and Zoning Commission, Zoning Board of Adjustment, and City Council items; ensures accurate, complete, and timely agendas, notices, staff reports, exhibits, and recommendations.
  • Attends and participates in required public meetings and hearings; presents cases, answers technical questions, and ensures follow-through on actions, conditions, and post-approval requirements.
  • Assists in planning-related policy development and operational administration; evaluates workload trends and recommends staffing, process, and technology improvements to support rapid growth.
  • Participates in the development, administration, and monitoring of assigned budgets and expenditures for the Planning Division.
  • Supports contract scope development and vendor management for planning initiatives, studies, and special projects; monitors deliverables and timelines.
  • Supports strategic planning and performance reporting for the Planning Division, including periodic operational reporting and service delivery improvement initiatives.
  • Collaborates with Public Works, Engineering, Building Inspections, Fire, IT/GIS, Economic Development, Legal, and other partners to coordinate reviews, resolve conflicts, and ensure consistent development outcomes.
  • Responds to complex inquiries and complaints from residents, developers, contractors, consultants, and businesses; ensures timely, professional, and solution-oriented communication.
  • Performs related duties as assigned, including after-hours meetings, peak workload support, and emergency response support as applicable.

Bachelor’s Degree in Planning, Construction Management, Engineering, or a related field. At least five (5) years of progressive experience in municipal planning, construction management, planning/development experience with demonstrated supervisory or management responsibility; experience in development review and public hearing processes required. Must possess and maintain a valid Texas Driver’s License and provide proof of insurance. Ability to pass a background check, and pre-employment drug screening.
