Summary

of Position

Coordinates the development, implementation, and modification of the City’s emergency preparedness, response, recovery, and mitigation initiatives. This position is responsible for creating and maintaining emergency management plans, ensuring alignment with best practices, and overseeing the delivery of related products. Distinguished from non‑Senior roles by a higher level of responsibility in technical and administrative duties, the Senior Emergency Management Specialist leads efforts in coordinating damage assessments, developing and delivering large‑scale exercises, conducting risk assessments, developing training programs to build capacity, and continuity of operations planning.

The role also involves supporting volunteer and donations management, emergency management grant responsibilities including allocation, financial reporting, and compliance, and assisting with budget analysis.

Essential Duties and Responsibilities
  • Leads multi‑disciplinary teams including internal and external partners in the development, implementation, monitoring and modification of emergency preparedness and planning initiatives such as the city’s Continuity of Operations Plan, Debris Management Plan, Damage Assessment Plan, and McKinney National Airport (TKI) Emergency Action Plan.
  • Contributes to the development and refinement of emergency management policies, procedures, and guidelines.
  • Assists in ensuring operational readiness of the Emergency Operations Center (EOC).
  • Assists in the development and maintenance of reports, studies, and planning updates as required by federal, state, and local agencies.
  • Facilitates the planning, implementation, and evaluation of emergency preparedness training, exercises, and After‑Action Reports involving various city departments, local, state and federal partners and multiple external organizations.
