Assistant Director Facilities

Collin County is seeking candidates for the Assistant Director of Facilities position. An Assistant Director of Facilities is responsible for, but not limited to, providing supervisory support to staff, assisting the Director with daily oversight of the operations in the facilities department, and coordinating Property Improvement Projects. Additional responsibilities include assisting with the department's budget and communicating with vendors and contractors.

Work is performed under the direction of the Director of Facilities.

• Supervising, training, and supporting directly reporting personnel in Myers Park, maintenance, inspections, energy management, HVAC, security, generators, control room, parts, chillers, custodial, and grounds maintenance, and overseeing the daily schedule and assignments.
• Assisting with personnel issues, handling disciplinary actions, conducting employee performance reviews, and terminations based on departmental policy. Approving PTO for reporting staff.
• Overseeing the county’s strategic planning process for facility needs and providing recommendations on planning and building of Property Improvement Projects.
• Creating and implementing departmental policies and procedures. Ensuring the department is in compliance with federal, state, and local codes and regulations.
• Participating in the preparation and management of budgets, including cost analysis and expenditure review. Coordinating with the Purchasing, Auditors, Human Resources, and Budget departments, as needed. Attending annual budget meetings.
• Developing and implementing preventive maintenance programs and schedules for facilities. Assisting work crews, as needed.
• Identifying and prioritizing the County’s and facilities' needs and providing recommendations on short-term and long-term planning, building, and repairs.
• Coordinating and monitoring the work of contractors and vendors to minimize disruptions in departmental workflow.
• Creating tools and quality control measures to ensure quality and consistency amongst various projects and service delivery, to reduce risk and costs.
• Representing and serving as the subject matter expert in the absence of the Director of Facilities and assuming their duties.
• Conducting field inspections to evaluate overall maintenance of new and existing facilities to identify any issues and recommend solutions.
• Assisting in ensuring the upkeep, repairs, and preventative maintenance of new and existing facilities, HVAC, utility management systems, plumbing, electrical, security, energy management system, landscaping, lawns, and grounds.
• Creating, maintaining, and distributing reports, logs, spreadsheets, and other documentation as required and ensuring those documents are complete and correct.
• Assisting with the preservation and enhancement of the functionality, safety, and appearance of all county facilities and grounds.
• Assisting in supervising activities of outside contractors, ensuring quality of work performed and adherence to established contract timelines and/or project specifications; meeting with contractors as necessary.
• Responding to problems that arise in the work order and project process.
• Responding to problems and emergency maintenance needs, work orders, and critical incidents, as needed. Ensuring adherence to established policies and procedures.
• Communicating directly with internal County clients, which includes County elected officials, Department heads, and senior staff.
