Strategic Operations Advisor, Expert

Orbis is seeking an experienced Strategic Operations Advisor, Expert to lead program planning and evaluation activities for a client in the U.S. Intelligence Community. The role will involve demonstrating subject matter expertise, intellectual agility, all‑source analysis, and research acumen by leading operational efforts to generate key performance insights. The Advisor will also spearhead the implementation of recommendations adopted by the customer and may travel overseas occasionally to support client objectives.

This position is ideal for an intellectually curious, data‑savvy consultant eager to impact real‑world delivery of the customer’s mission.

Responsibilities
  • Consult with teammates and clients on the development, prioritization, and implementation of process improvement and program evaluation tasks.
  • Develop recommendations for changes to policy, processes, communications, and training to enable achievement of vision.
  • Design and implement research studies, including performance measures and actionable data collection methods, and refine strategies as needed.
  • Conduct research activities such as document reviews, structured interviews, and gap analyses, including stakeholder identification and logistical coordination.
  • Analyze qualitative and quantitative information to provide comprehensive insights into organizational strengths and challenges.
  • Socialize results and recommendations with the team at the working‑level.
  • Prepare visual presentations of data and analysis.
  • Prepare reports and presentations for senior leadership based on research plans, activities, findings, and recommendations.
  • Brief senior‑level customers on research plans, activities, findings, and recommendations.
  • Perform all‑source intelligence research, analysis, and report writing/editing.
  • Travel as required (TDY).
Supervisory Responsibilities
  • This position has no supervisory responsibilities.
Education and Experience
  • A Bachelor’s degree is required.
  • Minimum of 10 years’ experience in a consulting role in the IC or a combination of IC and related positions.
  • Experience in the South American AOR.
Required Skills/Abilities
  • Active TS/SCI clearance with Poly
  • Minimum 5 years of relevant experience as an analyst, targeting officer, technical targeter, desk officer, operations officer, or reports officer within the sponsor’s organization or other relevant organizations in the Intelligence Community.
  • Excellent analytical skills and problem‑solving abilities.
  • Excellent oral presentation and briefing skills.
  • Knowledge of and experience in the fundamentals of all‑source intelligence analysis.
  • Familiarity with the customer’s report writing standards.
  • Attention to detail and the ability to effectively follow through and manage status reporting, scheduling, and project communications.
  • High degree of personal integrity.
  • Strong interpersonal skills and the ability to work well independently and as part of a team.
  • Ability to work in a dynamic environment, juggling concurrent tasks and meeting deadlines.
Desired Skills/Abilities
  • Relevant targeting, desk officer, or technical or operational skills.
  • Experience deploying strategic communications.
  • Experience in SIGINT, GEOINT, and Technical Targeting methods.
  • Proficiency with software and databases used in support of research and analysis for the U.S. Government.
Physical Requirements
  • Sedentary Work: Primarily works in a seated position for extended periods; occasionally required to stand, walk, or move about the work area.

    Regularly required to use hands and fingers to operate a computer keyboard, mouse, and other standard office equipment.
