Effective procurement and supplier management are critical to delivering mission success. As a Contracts Manager focused on our staffing and independent contractor (IC) category, you understand the complexities of balancing business objectives, regulatory requirements, and operational efficiency. Successful sourcing requires more than issuing purchase orders; it demands strategic thinking, strong partnerships, and a deep understanding of government contracting.
On our team, you'll lead strategic initiatives that modernize staffing and IC management processes while ensuring compliance with federal acquisition requirements and enterprise policies. You'll serve as a trusted advisor to program leaders, business partners, and cross‑functional stakeholders, guiding purchasing strategies, supplier management, and contract execution from initial request through award and closeout.
You'll build and strengthen supplier relationships, negotiate commercial terms, manage procurement risk, and drive continuous process improvements across the staffing category. Working closely with legal, finance, human resources, contracts, and program teams, you'll help develop sourcing strategies that support proposal efforts, program execution, and organizational growth.
The real impact of this role comes from enabling programs to acquire the right talent at the right time while maintaining compliance, controlling costs, and delivering exceptional customer service. You'll have the opportunity to influence enterprise procurement practices, improve operational performance, and help shape the future of staffing and independent contractor management across the organization. Due to the nature of work performed within this facility, U.S. citizenship is required.
YouHave:
- Experience managing professional services or staffing procurement activities within a government contracting environment
- Experience leading supplier negotiations, purchase order execution, and contract administration for professional services management
- Experience developing and implementing category management strategies, supplier performance initiatives, and process improvements
- Experience advising internal stakeholders on purchasing strategy, proposal support, staffing models, and procurement risk mitigation
- Experience reviewing prime contracts and task orders to interpret contractual flow‑down requirements and ensure compliant purchasing practices
- Experience managing multiple procurement actions simultaneously while maintaining accuracy, timeliness, and compliance
- Experience collaborating across legal, finance, human resources, contracts, and program teams to support enterprise objectives
- Experience using procurement and supplier management systems, including Ivalua or enterprise purchasing platforms
- Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and government contracting requirements for staffing and labor‑based services
- Bachelor's degree and 8+ years of experience in procurement, contracts, supply chain, or category management, or 12+ years in lieu of a degree
- Experience supporting staffing procurement within a large federal contractor or professional services organization
- Experience leading procurement transformation or operational excellence initiatives
- Experience with strategic sourcing, supplier performance management, and category planning
- Experience supporting proposal development and capture efforts
- Possession of excellent verbal and written communication, negotiation, and stakeholder management skills
- Professional Certification such as CPSM, CPCM, CFCM, PMP, or similar Certification
Salary at Booz Allen is determined by various factors, including location, education, skills, and experience. The projected compensation range for this position is $99,000.00 to $ (annualized USD). This posting will close within 90 days from the posting date.
