Senior Contract Specialist
Focus: VA, VAAR, VHA Procurement Manual, FAR-based acquisition support
Role SummarySenior-level Contract Specialist providing full lifecycle acquisition support for VA programs, including pre-award planning, solicitation development, technical evaluation coordination, negotiation, award, and post-award administration. Ensures strict compliance with FAR, VAAR, VHA Procurement Manual, agency templates, and PWS deliverables.
Key Responsibilities- Develop acquisition strategies aligned with VA policy, VAAR, and VHA PM requirements.
- Draft, review, and finalize PWS/SOW, IGCEs, evaluation criteria, and solicitation packages using VA templates.
- Lead source selection, including evaluation documentation, consensus facilitation, and award recommendations.
- Conduct complex price/cost analysis, negotiation memoranda, and determination findings.
- Manage post-award actions: modifications, funding actions, REAs, claims, CPARS, and closeout.
- Ensure compliance with FAR, VAAR, VHA PM, and PWS performance metrics.
- Provide senior-level guidance to government stakeholders and mentor junior specialists.
- 8+ years federal contracting experience with VA/VAAR portfolios.
- Demonstrated expertise in FAR Parts 8, 12, 13, 15, 16, and VAAR-specific procedures.
- Strong experience with VA solicitation templates, evaluation documentation, and post-award administration.
- DAWIA/FAC-C preferred.
