We are seeking Measure of Effectiveness professionals to lead qualitative research and program evaluation activities for a key USG customer. Position contingent upon contract award! We are seeking Measure of Effectiveness (MOE) Officers, to demonstrate intellectual agility by leading research design, data collection, and data analysis activities to produce and implement recommendations that will support the client in optimizing delivery of specialized projects in support of their mission.

This project features the opportunity to interact with a wide range of key stakeholders, including those at senior levels. This is an exciting opportunity for an intellectually curious, energetic MOE officer to work on a project with real impact to help our client develop ways of better meeting the needs of the mission. The Measure of Effectiveness (MOE) Officers, shall possess the following capabilities:

• Experience developing and implementing multi-faceted research designs, communication plans, and marketing campaigns with practical strategies for conducting evaluations of strategic communications
• Applies operational and tradecraft knowledge to enhance the customer's planning, design, and implementation of a variety of projects
• Designs, conducts, and interprets market research; including sample identification, instrument development, survey distribution, and response analysis
• Analyzes both qualitative and quantitative information to provide the customer with comprehensive insights into organizational strengths and challenge areas
• Experience preparing reports and presentations for senior leadership based on research plans, activities, findings, and recommendations
• Comfortable briefing senior-level customers on research plans, status of activities, findings, and recommendations
• Proficient generating operational proposals based upon your findings and recommendations

Required Qualifications:

Level 3

• Bachelor's degree in business, social science, or behavioral science
• Seven (7) years' experience contributing to analysis activities; i.e. marketing analytics, public opinion research, behavioral analytics, data visualization, data driven reporting, or Seven (7) years of experience with targeting or analysis efforts in support of Sponsor.

Level 2

• Bachelor's degree in business, social science, or behavioral science
• Five (5) years' experience contributing to analysis activities; i.e. marketing analytics, public opinion research, behavioral analytics, data visualization, data driven reporting, or Five (5) years of experience with targeting or analysis efforts in support of Sponsor.

Level 1

• Bachelor's degree in business, social science, or behavioral science
• Two (2) years' experience contributing to analysis activities; i.e. marketing analytics, public opinion research, behavioral analytics, data visualization, data driven reporting, or Two (2) years of experience with targeting or analysis efforts in support of Sponsor.

Desired

Qualifications:

• A Master's degree in business, social science, or behavioral science preferred
• Familiarity with Sponsor's targeting tools and methods.
• Knowledge of communication analytic tools
• Ability to extract insights from social media and various open source and proprietary data sources to produce finished intelligence products

Position requires active Security Clearance with appropriate Polygraph. Group :
