Position Summary
The contractor will serve as an Instructional Subject-Matter Expert (SME) specializing in Federal Construction Contracting. This 1099 role requires deep knowledge of construction acquisition, A/E contracting, FAR/DFARS application, and federal project execution. The SME will design and deliver training for federal acquisition, engineering, and program personnel.
Key Responsibilities
Curriculum Development & Instructional Design
- Develop training content covering construction contracting, A/E services, design-build, construction oversight, and FAR Part 36.
- Create instructor-led and virtual training materials, including guides, case studies, templates, and assessments.
- Translate complex construction contracting requirements into accessible, scenario-based learning.
- Ensure all materials meet adult-learning and federal training standards.
- Deliver virtual and/or in-person training to contracting officers, CORs, engineers, and program staff.
- Facilitate discussions on construction acquisition planning, contract types, modifications, claims, and performance management.
- Lead practical exercises using real-world construction contracting scenarios.
- Provide expert guidance on compliance, documentation, and risk mitigation.
- Apply deep knowledge of FAR Part 36, DFARS, agency supplements, and construction-specific procurement rules.
- Support training on A/E selection, design-build processes, construction surveillance, and quality assurance.
- Incorporate agency-specific policies (USACE, NAVFAC, VA, GSA, etc.) when applicable.
- Master's degree in Construction Management, Engineering, Business, Instructional Design, or related field (preferred).
- 5-10+ years of federal construction contracting or A/E contracting experience.
- 2+ years of experience delivering virtual training to federal audiences.
- Strong understanding of FAR Part 36, construction contract administration, and federal project execution.
- DAWIA/FAC-C certification (any level).
- PMP, CAPM, PMI-ACP, or FMP certification.
