Federal Construction Instructor Facilitator - Senior SME (1099)

Location:

Remote (virtual delivery) with occasional on-site delivery (quarterly travel possible)

Position Type: 1099 contractor

Role summary

Senior Instructional Subject-Matter Expert (SME) focused exclusively on federal construction and A/E contracting whose primary duty is training delivery. You will design, deliver, and assess scenario-based construction training that converts FAR/DFARS/agency policy and field practice into practical skills, checklists, and job aids for contracting officers, CORs, engineers, and program managers.

Primary responsibilities - training first
  • Deliver training (primary duty):
    Lead live virtual classes and in-person workshops; facilitate breakout groups, tabletop exercises, and hands-on practical labs that simulate real construction projects.
  • Design curriculum:
    Create modular instructor-led and virtual courses on construction acquisition, A/E services, design-build, construction oversight, and FAR Part 36 application.
  • Develop construction scenarios:
    Build realistic case studies (pre-award planning, design reviews, change orders, claims, closeout) and role-play exercises tied to measurable learning objectives.
  • Create practical tools:
    Produce checklists, templates, inspection forms, decision aids, and quick-reference guides trainees can use on the job.
  • Assess & certify learners:
    Design assessments, performance tasks, and pass/fail criteria; provide remediation and one-on-one coaching for warranted COs, CORs, and engineers.
  • Agency tailoring & compliance:
    Integrate agency construction supplements and standards (USACE, NAVFAC, AFCEC, VA, GSA) and advise on audit-ready documentation.
  • Continuous improvement:
    Collect learner feedback, track outcomes, and update materials for regulatory or policy changes.
Required construction experience (non-negotiable)
  • 6+ years direct federal construction or A/E contracting experience with both pre-award and post-award responsibilities.
  • Demonstrated experience managing construction portfolios, construction surveillance, or serving as COR/CO on construction projects.
