Project Controls Engineer / Scheduler – OCONUS with Security Clearance

Location: Doha, Qatar

American International Contractors (Special Projects), Inc. is seeking a meticulous and proactive Project Scheduler with expertise in Primavera P6 to join our U.S. Embassy project management team in Doha. The role requires an active U.S. Secret Level Security Clearance and experience with Department of State OBO or U.S. Corps of Engineers.

Primary Function

A Primavera‑trained Project Scheduler with construction and OCONUS experience is responsible for developing, maintaining, and monitoring detailed project schedules using Oracle Primavera P6 to ensure projects are delivered on time and within budget.

Essential Duties & Responsibilities
  • Overall cost control tracking of the project (time, labor, material, equipment, etc.)
  • Maintenance of required schedules and related documents in compliance with client provisions or Project Director/COR requests, including maintaining the original cost‑loaded baseline
  • Develop, update, and maintain detailed, resource‑loaded project schedules (baselines, progress updates, forecasts) using Primavera P6 for assigned projects
  • Collaborate with project managers, engineers, procurement, subcontractors, and stakeholders to gather requirements, define activities, durations, and dependencies, and ensure alignment across all project aspects
  • Meet with OBO Scheduler at the project site to refine and finalize the BPES for presentation to OBO and contractor management teams
  • Monitor project progress and performance daily/weekly, identify critical paths, milestones, and potential delays or constraints
  • Analyze schedule variances, identify root causes of delays, and recommend corrective actions or “what‑if” scenarios to mitigate risks and recover lost time
  • Prepare and present regular reports, dashboards, and forecasts for management and clients, distilling complex scheduling data into clear, actionable insights
  • Ensure all project files and scheduling procedures are properly documented and comply with internal standards and contractual requirements
  • Other duties as directed by the Project Engineer, Project Manager or Operations Manager
Knowledge, Experience & Special Skills Required
  • Active U.S. Secret Security Clearance (authorised to work in the U.S.)
  • Minimum 5–7 years of related experience as a construction project scheduler using Primavera on at least two comparable projects of substantial value
  • Bachelor of Science in engineering, construction management or related field
  • Expertise in Oracle Primavera P6 software
  • Proficiency in Microsoft Office Suite, especially Excel for data analysis and reporting
  • Familiarity with other PM tools (e.g., MS Project, Power BI) is a plus
  • Strong understanding of project management principles, including CPM and EVM
  • Excellent analytical, problem‑solving and organizational skills
  • Strong written and verbal communication skills and the ability to communicate with diverse stakeholders
  • Ability to read and interpret construction plans, drawings and specifications
  • Self‑motivated with the ability to prioritise tasks and manage multiple priorities in a fast‑paced environment
  • High level of confidentiality, courteous, professional, diplomatic
  • Leadership ability
Preferred Experience
  • International construction industry experience interacting with diverse cultures
  • Previous U.S. Government construction project experience
  • Overseas Building Operations (OBO) experience
  • Previous design/build experience (preferable)

  • Project Management Professional (PMP)
  • Primavera P6 Professional Certification

Physical, Mental & Environmental Demands

The role requires regular use of hands to grasp, reach, and operate office equipment, filing, and specialised skills. Physical demands include stooping, squatting, standing, walking, twisting, balancing, climbing ladders and stairs, kneeling, crouching, carrying, pushing or pulling up to 15 lbs, and wearing personal protective equipment at active construction sites. The position involves working on construction sites overseas with potential exposure to hazardous conditions such as extreme heat, cold, humidity, dust, fumes, chemicals and noise.

Work involves a 60‑hour workweek, 6 days a week, with flexibility for hours and days. High‑stress environment and travel away from family may be required.
